As the last century drew to a close population collapse, global war and other such things caused governments to crumble and fall. The face of the earth is a blank map for you to draw your nation. Let it be known that the way will not be easy and only by talking, agreements and cooperation can the world survive and fend of the prospect of collapse once again.
The year is 2104, and on the pastures of Antarctica all nations gathered to construct a new assembly - The United Nations.

An IOT in the Classic sense
For those of you that are new "Imperium Offtopicum (IOT) is a geopolitical simulation and role-playing game spun out of the Altered Maps thread in Off-Topic. Players assume the role of leader of a nation of their own creation, and interact with each other on such issues as law, economy, science and technology, humanitarianism, and national defence." Claiming
Players start by claiming 8 territories on the map
Players may claim up to 4 unaligned territories per turn under the following conditions:
- Microstates (single-pixel regions) are considered half-value, so two may be claimed for the price of one.
- Large territories (Canada, Siberia, Australia, etc.) count as three territories each.
- Claiming territories that are not contiguous with a player's capital counts as two territories each. * When a colony of 12 connected territories is established, the cost is reduced 1 each for neighbouring regions.
The GM reserves the right to final determination of the map without explanation.

Overseas
National Focus
Every turn each nation can set its national focus to be one thing:
Expansion -Claim a Colonial territory: 1 on the first Turn, 2 on the second, 4 on the third, 8 on the 4th, 10 on the 5th, 11 on the 6th and so on increasing by one for every further turn.
Education (Lower) -Improves Literacy
Education (Higher) -Assign to a specific area of science
Project -Government military or civilian major project this includes Nuclear programs, Space Elevator et al
Espionage -Increases the chances of mission success
Engineering -Improves public sector infrastructure
Ecology -Reduces Environmental Damage
You can of course use your National Focus on another nation all humanitarian like.
Each concurrent turn with the same National Focus increases the benefits
e.g If I have Education (lower) for 1 turn I might get +1% literacy, in the second turn I might get +2% if I keep that as my nation focus and so on.
The United Nations

The United Nations lives happily in Antarctica with the corpses of the now mostly extinct emperor penguins. The United Nations is a forum for global discussion and is where disputes will be settled and treaties ratified. Remember the UN is only as strong as nations allow it to be.
Combat
Submitting battle plans to the GM is how one conducts war. Battles outcomes will be decided using elements of randomness but as always the GM's discretion overrules the RNG.
War must be declared publicly.
No claims may be made while at war.
Stats
There are some stats in the game, Military Strength, Economic Strength, Political Strength and Eco Damage. These stats are only really meant to be used as a comparison to the other nations. Political Strength is like a measure of world respect and the stability of your nation. So in a real world scenario nations like the UK, France and such would have high scores in this whereas Somalia and North Korea would be lower.
Eco Damage is a measure of how much your nation is screwing up the environment.
Shame Points
Shame points are like strikes or something, every time you forget to send orders in or do something else that is bad you get a shame point. 5 points is a warning. 10 points results in exclusion.

Story Based IOT
There are no Stats or actions that can be taken. Nothing is set in stone the game is malleable and players can do whatever they want within the limits of reason.
Make a good story, this world is ours - we should seize it.
