As the last century drew to a close population collapse, global war and other such things caused governments to crumble and fall. The face of the earth is a blank map for you to draw your nation. Let it be known that the way will not be easy and only by talking, agreements and cooperation can the world survive and fend of the prospect of collapse once again.
The year is 2104, and on the pastures of Antarctica all nations gathered to construct a new assembly - The United Nations.
Hopefully we shall be more united than the last...

An IOT in the Classic sense​

For those of you that are new "Imperium Offtopicum (IOT) is a geopolitical simulation and role-playing game spun out of the Altered Maps thread in Off-Topic. Players assume the role of leader of a nation of their own creation, and interact with each other on such issues as law, economy, science and technology, humanitarianism, and national defence." Claiming

Players start by claiming 8 territories on the map
Players may claim up to 4 unaligned territories per turn under the following conditions:
- Microstates (single-pixel regions) are considered half-value, so two may be claimed for the price of one.
- Large territories (Canada, Siberia, Australia, etc.) count as three territories each.
- Claiming territories that are not contiguous with a player's capital counts as two territories each. * When a colony of 12 connected territories is established, the cost is reduced 1 each for neighbouring regions.
The GM reserves the right to final determination of the map without explanation.
Overseas


National Focus

Every turn each nation can set its national focus to be one thing:
Expansion -Claim a Colonial territory: 1 on the first Turn, 2 on the second, 4 on the third, 8 on the 4th, 10 on the 5th, 11 on the 6th and so on increasing by one for every further turn.
Education (Lower) -Improves Literacy
Education (Higher) -Assign to a specific area of science
Project -Government military or civilian major project this includes Nuclear programs, Space Elevator et al
Espionage -Increases the chances of mission success
Engineering -Improves public sector infrastructure
Ecology -Reduces Environmental Damage

You can of course use your National Focus on another nation all humanitarian like.

Each concurrent turn with the same National Focus increases the benefits
e.g If I have Education (lower) for 1 turn I might get +1% literacy, in the second turn I might get +2% if I keep that as my nation focus and so on.

The United Nations lives happily in Antarctica with the corpses of the now mostly extinct emperor penguins. The United Nations is a forum for global discussion and is where disputes will be settled and treaties ratified. Remember the UN is only as strong as nations allow it to be.

Combat

Submitting battle plans to the GM is how one conducts war. Battles outcomes will be decided using elements of randomness but as always the GM's discretion overrules the RNG.
War must be declared publicly.
No claims may be made while at war.

Stats
There are some stats in the game, Military Strength, Economic Strength, Political Strength and Eco Damage. These stats are only really meant to be used as a comparison to the other nations. Political Strength is like a measure of world respect and the stability of your nation. So in a real world scenario nations like the UK, France and such would have high scores in this whereas Somalia and North Korea would be lower.
Eco Damage is a measure of how much your nation is screwing up the environment.

Shame Points

Shame points are like strikes or something, every time you forget to send orders in or do something else that is bad you get a shame point. 5 points is a warning. 10 points results in exclusion.

Story Based IOT

There are no Stats or actions that can be taken. Nothing is set in stone the game is malleable and players can do whatever they want within the limits of reason.
Make a good story, this world is ours - we should seize it.

Shortform: Texarkana
Government: Aristocratic Republic. Each city, town, and village in Texarkana in the city has a legislative body tasked with interpretation and creation of law. The Local Bodies are made up of elected officials who meet certain official and unofficial criteria. In most settlements, official rules include owning property within the settlement's limits for at least one year prior to the election, living in the settlement anywhere from two to ten years, and not be guilty of any high crime against the church or state. Unofficially, one needs friends within the system with money and connection to help run campaigns.

In turn, each Local Body sends a number of representatives to the Texarkanan Congress. The number is pegged to tax contribution. The City of Texarkana, itself, has a Local Body.

Each settlement in the Mayornate has a mayor that, again, is elected by the locals. The mayors are tasked with carrying out the laws, defense of the settlements, settlement of disputes, and various duties which vary from city to city.

The Mayor of Texarkana is a lifelong position. The Mayor of Texarkana is expected to carry out the laws of both the Local Body of Texarkana and the Congress of Texarkana. Finally, like several major settlements, the only candidates eligible for the position of Mayor of Texarkana are those who have close blood ties with the previous mayor.

Religion: New Rome (OTL St. Louis) does not elect. The Pope of New Rome is, of course, elected by his cardinals. New Rome and Texarkana had a rocky relationship until the Treaty of Memphis in 2076 which resulted in the Mayornate deposing of its own antipope and pledging to become the defender of the faith. New Rome, however, was forced to acknowledge that the winds had changed significantly in North America. The Mississippi Pact's defeat and annexation at the hands of Texark forces meant that, once and for all, New Rome had to recognize that Texarkana would remain a permanent fixture on the river and that excommunicating every mayor since 2038 (there had been three between 2038 and 2076) was no longer a winning strategy.

Texarkana benefited from the stability the alliance with the church brought, while the church benefited from being able to send missionaries throughout North America again. For the first time since General Knox of Missouri came to New Rome's defense and saved the city from westward migrating heathens and savages, New Rome found itself with an army actively spreading the faith in its name.

Military: Every city has a militia, which is under the command of the Mayor and, typically, funded through taxation enacted by the Local Body. On the local and state level, there is no conscription except when a State of Emergency is declared by a Local Body or the Congress of Texarkana. If the former declares, the associated mayor not only is granted the ability to raise a force, but granted any and all powers required for keeping order and maintaining said army except the suspension of elections and changing of election law.

If the CoT declares a State of Emergency, the Mayor of Texarkana is granted not only the ability to raise an army from the local population, but from the population of the entire country. Legally, the Mayor of Texarkana could even commandeer a lower-ranking mayor's army, but this has only been done on a few occasions involving treason, mutiny, or gross incompetence.

In richer settlements, and in the City of Texarkana, mercenaries also are heavily employed. The Mayors of Texarkana and other rich settlements often hire out mercenary companies to shore up numbers.
