Improvement in diplomacy options?

So the devs said that you can use espionage to know if AI's will attack you in 15 turns or something and you can call them out on it. Does this mean that we can ask them "why are your troops near our border?" I hope the devs also fix the problem where you can't request stuff from allies because right now they can request you and it's kinda dumb that you can't do it to them.

This refers to the new Espionage feature of G&K.

I do hope that Diplomacy will get improvement, I'm so sick of being asked for GOLD during DoF only to refuse and get a giant hate modifier as a result. (same with several other buffs).
