A state is split up into counties right? Well a regione is split up into province, and the province are split up into comuni. So a comune is whatever counties are split into.

Makes it very hard for anyone to get it, since there are 8,101 comuni in Italy.

Well, many comuni are named after little towns, hardly cities at all. You know what Italy is like.
