Ind + Phi ?

Don't forget Genghis (Agg/Imp), some nice synergy there too, if you accumulate enough GGs in your military City, Barracks + WP + Civic + 3GGs = (17XP), you can easily reach Combat 5 Gunpowder units.

Catherine is similar but has more to do with her UU, after the Initial expansion with Imp, Accumulate as many GGs in your Military City with Barracks + Stables + WP + Civics + 2GGs = (17XP) Cossacks rampaging all over the map, to promote straight to Blitz Promotion.

Any Extra GGs will allow you to run economic Civics instead of Vassalage and Theocracy.

JC is um... a bit more fexible I guess... Great UU though, I Guess he's good both for rushing and peaceful early expansion. If you blocked in, get Iron and rush with your UU. If you not, peaceful expansion with quick settlers from the Imp trait and beeline to COL for mad Settler rushing as Courthouses only cost 2 Pop per whip, after 1 turn of production.

Cyrus... there's no need to say much about him, It's quite easy to get Blitz knights and later Commando Cavalry with him and the Commando Promotion in MP I've heard is very dangerous as most human players leave their back line cities poorly defended (Eg 1archer/warrior) and with the ability to use enemy roads you can attack and raze a core city or two with them crippling your opponent,

I've never played any of these strategies though, never have the time.... :S...
 
Ind-Phil isn't just about cultural victories. Could you imagine your tech pace with guaranteed Pyramids (representation) + guaranteed Great Library + Extra/earlier Great Scientists? Wow, that would be powerful.
 
i think hitler should be aggressive charismatic because germany under his rule was an awsome military might with lots of well trained units.
 
German troops were well trained? And aside from that military, which failed, Hitler did nothing but harm to Germany. His leadership still (today) results in " -1 happiness: we are the biggest aholes in history ".
 
I'm sure play balance was not the reason certain combos are left out.

None of the combos discussed--ind/phil, fin/org etc. are nearly as OP as the incas and they got a great UB in warlords. The other great early UU --immortals and prats are more powerful as well.

So my .02 is that there were just too many combos.
