I just had the weirdest thing happen. I was playing the Persians, and the Zulu and the Babylonians were duking it out along my borders. The Zulu captured a city from the Babylonians (and indeed were actually recapturing it for something like the third or fourth time). On the next turn, this city culture flipped to me. Pretty cool, as are all culture flips, of course.

But here's the weird thing -- there were three citizens in that city, and one of them was in resistance! I thought it was kinda weird to find that they'd chosen to defect to my semi-benevolent rule and yet were still resisting.

Has anyone else experienced this unusual situation? Would it be considered a bug, perhaps?

culture flipping doesn't mean every citizen in the filpping city will be happy or even non-resistant...

Strange indeed..

One that I can remember clearly was Rome and me were warring with India (can't remember whether we were in an alliance), and India captured a Roman city. I captured the same city within the next couple of turns, and was surprised to see a size 10 city with no resistance at all.

Resistance is different from unhappiness I guess... It is cause when you capture a city. So, until the resistance is quelled, I guess it continues to resist until you guarrison it...

Unhappiness sure, but resistance, never seen that to a city flip.
If you want to know if it is a bug or not you should have posted in Civ3 - Technical Support.

Nothing strange - Romans were angry at Indians, not at you. If it was filled with Indians, they would be unhappy or resisting.

It is similar to when you capture a city in which the AI has drafted recruits. They are still unhappy about it even though it had nothing to do with you. Although, it is kinda to do with you, what with the whole 'having a war' and everything. Anyway....

Although I can see the lines of thought that produce a flipped city that yet contains a resister but this still seems strange to me. You can't please all of the people all of the time but to sway them to your culture and yet have one enraged seems too contrary.

Like I said... It was probably resistance from the previous capture that hasnt been quieted down yet. So, suck it up, and garrison it with something... Culture flips come with a defender anyways :)
