[Vanilla] Installing 1.74 to GOTY CD CIV4, receiving error 1706 will not complete

Have not been able to get the game to run, it's installed in C:GAMES\

It says I need the update, it's already at 1.61, so running 1.74, receive this error at the very end of the process. Second time receiving this error after a reboot.
Am on Win 11.

Starting back at the last update to Windows 7, Microsoft disabled the disc protection controlling software used by CIV and many older games. With that gone, the disc protection prevents the CIV disc from being read as legitimate. Although you can load from the disc you cannot run the loaded game. For the same reason you cannot finish the update, since it won't read your disc as valid. That is why the last update to CIV BTS (3.19) eliminated the need to check the disc. If you want to run CIV vanilla or Warlords, you need to either run an older version of Windows or use an online downloaded version like GOG or Steam.

Well, shoot, at least I didn't spend much. Still my favorite Civ, I sucked at VI, even on easy. :(
 
I mainly use an older Mac system, which still recognizes the disc as legit. However, most mods won't run on the Mac version, so I downloaded CIV from GOG to run on my virtual Windows system to run mods. GOG prices are reasonable and they have frequent sales. You can choose either to use an online version of CIV or download an offline version, that you can run just like the disc version but without needing the disc. Once you have purchased either, you can return to your account at any time to get the other version, another copy of the same version, or any upgrades that they may have done, at no further cost.
