about post 1754 IMHO there is an implied word at the end of the phrase such as 'army' or 'forces'. Our forces outnumber the Roman [forces].

There are no silks in that scenario I had created. The two toher resources were oasis and tobacco.

I hate when culture flips don't happen when they obviously should

all those cities were built on the cultural borders. I don't think another one will do much more. if a city is not building a cultural building it is because they already have them all.

I think culture would have to be built in the city first...

I think that when you build your city, your cultural area wouldn't be the full 9 tiles since it only has 2

I've noticed in some of my games that when placing to cities next to each other (one mine, one the AI) that typically whoever gets their city first gets their culture to stay (unless someone increases theirs

You are right of course.
The new town wouldn't take that tile until it had more culture than Copenhagen.

I'm not going to finish that game anyway. it was just slogging along after I got all the glitches out of the reinstall process and it was getting really boring. I had hoped for a space victory with Russia so I was avoiding wars. I guess I could go and take out those Vikings just to get some freedom. Oh they do have a one tile island city in this game. Might be fun. We will see.

I don't really want to waste a lot of resources on another city there. I built at least three on their borders and several others along the cultural borders of other cities to push them a bit.

I am back to trying to win with the Russians again and this was a start I didn't play through ...

I guess our Privileged Planet has given me certain expectations about how warm deserts and cold deserts co-exist. it should at least be a decent plane trip and not a quick hop over.

You could build a ski resort and a desert oasis nightclub - all within a short drive's distance.

That'll bump up the culture.
