That is precisely the point, this will never happen to artillery in general. The Hwatcha being the only and, because of being a uu, rather rare exception.

How often can you get both wonders and in perfect sync too?
For true effect you also need to build some other military unit that turn. If you can get a SGL there in addition, I'd be REALLY impressed.

This might not be that intreasting since I guess others have seen it too, but it was my first time seeing it 
EDIT: Btw, this is the senario that got me loving Carthage in game so much. (I've always loved the civilization in real life, but not so much in Civ III until this sen)

I think that happens when the HTML encoding isn't working on your browser. I've seen it myself a few times, especially before I got higher speed.
