I believe it's either something else (salt?) or just a bonus resource in this scenario.

It's just salt. A resource modded for that scenario, and it uses the same graphics as saltpeter.

One or more of your enslaved workers must have joined the city (creating a foreign citizen) and when you created a settler in that city it came out as that nationality
