That happened a fill times with me as well. And for what I observe, that happen because I irrigate a place that made the city instead of growing in two turns (before the irrigation), was going to grow in one turn. So when I irrigate now, I always make sure that if the city has to many unhappy faces, I hit the government again, and just confirm, without changing anything, and the governor should apply the entertainer when you confirm.
 
When you're playing deity this is just what you want to see at 3600 BC....

Better pray for horses with Shaka (edit: or is it the Mongols?) and Otto as neighbours.

And the odds are not bad as there are plenty of grass tiles there.

Map size? Seems to be a large or standard one.
 
It's Large Pangea, 60% H20, All VC's. I think I'll just tuck that one away for a rainy day.

They're building a Musket with no Saltpeter.

Not that unusual, really. ;) If you start building a unit when you have a resource, but lose the resource, you can finish out that build.
 
Hmm. Well, for starters, you're at least an age ahead of them (You have a spy while they have Muskets), the Grassland tiles only produce one food, they are building a Musketmen when they lack Saltpeter, they have a Cathedral but no temple, they have a University but no Library, they are getting 13 commerce from the GLH (assuming they really do get 21 gpt from that city), the science total reads 50% When it is using 70% (actually, 67%) Sci, you have an embassy with them even though you're at war...

Grassland producing one food could be a mod. Temple & Library could have been lost to bombardment. And the extra science would be from the Uni.
 
So that's it? They have both the FP and Palace? That happens when they build the FP and then that city is the biggest city for a palace jump.
