Hi, I havent been posting anything for a while so I want to throw here a huge new idea which likely requires to rewrite entire rise and fall code: climate periods.
Liked it or not, whole human history has been dominated by climate. Earliest records of civilizations everywhere start to appear atleast after 8000BC, which is after last ice age ended and first warm period started.
From this point on pretty much every major invasion or migration happens when climate turned colder, and empires prospered when climate got warmer. Reason for this is agriculture economics: when you had an agriculture surplus civilizations expanded. This model however is not anymore valid, since after last major invasion: Mongol invasion, civilization pretty much covered whole old world and there was no room for barbarian invasions anymore.
This model explain very well why Minoan, Indus Valley, Roman and Viking civilizations collapsed. Why nomadic period, migration period, black death and Mongol invasion took places in certain years. This model is not allmighty, there are local micro climates as well but trend is well seen. Perhabs this is why Persian and Alexander the Great Empires failed to be stable and industrial revolution took place in 19th century. There are Chinese dynasties but I have not studied them that much. Same to India as well.
Also intresting point is, that most of major religions were founded on cold periods: Buddhism, Confucianism&Daoism, Zorastian, Christianity, Islam and Protestant reformation.
So what this means to game: during warm period food production is greater but on cold periods it will naturally be lower. This can be done by giving +% bonus on city food. Barbarians also must be more peacefull during warm periods but real invasion can kick in on cold periods. This will make civilizations weaker during certain periods so there are no reasons to give arbitraty penaltias just to make them to collapse. These modifiers can be included on turn, which is also year.
