So you want to do a LOTR IOT? To be honest I was considering creating my own epic fantasy themed IOT, that would have a very strong role playing element.
 
Keep this up and there'll be a Mobius IOT before long.
 
It wouldn't be hard to set up since I have a completely-.png-ised map of Mobius made already. :p

Now, as for factions and gameplay factors, I'm not sure how it'd operate.

I imagine chaos emeralds and chaos energy would have some sort of role in the victory condition/superweapon gameplay.
 
Sonic's world, at least in the cartoons and comics.
 
No, I was working on an original world NES but never got around to it. :(

My biggest question is whether people would start as preset factions(meaning they could have various advantages) or as original ones.

Or if any canon characters would have a part.

Of course, this was made for an alternate timeline(Red Alert 3 style) where instead of joining GUN, Shadow formed an empire of his own in the former Soviet Union(the Eggman Empire has been defeated in this). I incorporated some of the locations from Sonic Unleashed into the world, as this is apparently canon(in one issue the government is said to be negotiating with the Mazuri separatists).

Naturally I'd probably have to wipe it clean after province-ising it, but at least the hard part of making the core map is already done.

Sonic comics/cartoons suck, as do the games made in the last several years. Haven't had a decent one since Adventure 2. I heard Rush was good, but I didn't play it, so no comment on that.

I forget the exact plotline but I believe this is the AFTERMATH of the timeline I described, where Shadow was defeated, put in cryoprison, and his empire vastly weakened(the gray area is areas where lawlessness and Shadow loyalists maintain power).

Anyway, the exact makeup of the map is irrelevant; it's the geography that's important. I can shift it as needed, based on whether we have assigned starting positions or random ones.

I'll call it Imperia Mobiana - Mobian Empires, if my Latin is correct.

The yellow zone, I don't know. It's somehow irradiated. Don't think it was ever explained.

Haven't had a decent one since Adventure 2.

Colors. Unleashed(Day Levels at least). All Stars Racing.
 
Unleashed day levels had a bad camera angle half the time. Sonic Team would have it at side view and expect me to be able to see something that was only visible from behind Sonic. I heard the console version of Colors sucked, but the DS version was pretty cool. If All Stars Racing is anything like Sonic Riders, then it definitely sucks.

Adventure 2 was awesome.
 
What I like about the concept of a Mobian IOT (or hell, any kind of province game) is the unique world offers chances to make the setting very different. I don't think any IOT has chaos energy applicabilities or mass furries yet! (Thorvald's IOT IV Mk II will be an exception if he gets around to it; I hope he does as I already made a background and even some pictures for it!)

I think I'd have some sort of income system since that keeps things interesting. NPCs have to be kept to a minimum though.

War will require special regulations; the Mobians generally aren't warmongers. That's assuming we use a preset setting rather than a wholly original one i.e. after a Cataclysm.

Use for income would probably manifest as army size, army quality, economic development and of course, good ole fashioned bribery. Techs are nice but can add a bit too much complexity.

The Industry system of IOT V could probably be useful in the economic development segment.

Think I'd make armies free to maintain, but the catch is any province without one(provinces can have individual armies in them due to how few in number they'll be relative to other IOTs) can be captured instantly. I'd cap armies too based on nation size + maybe some benefits.

Probably add special national powers each player can assign themselves to add some flavor, but keep it less complex than the Sliders of SoM.

TK had the right idea with a victory condition, since it gives us all something to strive for and thus keeps the game lively and beyond "OMG BLOB ALL OTHER NATIONS. 83"

I imagine there'd be:

-Economic Victory: Control an economy 25-33% the size of the entire world's.

-Diplomatic Victory: Have a majority of the world's economy and militaries elect you leader; unless humans troll, chances are this won't be attainable due to me keeping NPCs low.

-Domination Victory: Control 2/3 of all economies and militaries directly or by proxy

-Chaos Victory: Build a Chaos Containment Chamber(expensive!) and collect all 7 Chaos Emeralds, allowing you to perpetually harvest their power for your ends

I think I'll make it hard to actually annex a state, so you have to be innovative and do something besides the forum game equivalent of a tank rush.
 
I'm still deciding on the setting(whether the canon characters would have a role or not; I mean, this is the POLITICS of Mobius, not the action/adventure that the characters are a part of).
