Yeah, but that modern one sucks (no offense TF). I wanted to see a modern one that was developed by the community over time rather than by someone with an afternoon free.

Tan wanted to make a total dictatorship. I don't think that's the best way. Joecoolyo wanted to make a total democracy. I don't think that's the best way either. I reserve judgments on which one is better.
What I want to see is a form of Republic system, a few fundamental rules that have been here for a long time, such as modern IOT, No Nukes, some sort of claiming system (No offense Mad Man) and SOME ability to wage war, (And probably a small handful of others) Should be a rock that is unchanged in all IOT games (Well, except Thorvald's, but that's just for fun

Then, make SPECIFIC rules, such as HOW to do combat, HOW to do claims, HOW to do the map, exc, should be debated.
Before you ask, I see the circular logic in this because we'd then have to vote on the acceptability of this, which kinda makes it circular, but I think the leaders of this thing, particularly Joecoolyo, should take command of this thing and organize it. Most of the rules would be democratically decided, but if you let all rules be democratically decided.
For instance, if we did Athenian Democracy (Thank Goodness we didn't

) here's what would happen.
Group of Nine Nations go to war with group of 10 nations.
10 Nations: We should start voting these guys out so we can win
10 Weeks later: Oh Cool we win!
Some things cannot be democratically decided. Some can. I think the leaders of the game should have made this judgment beforehand (Not one person, but several intelligent ones who know how IOT works, for instance, I'd nominate all the former GMs plus Joecoolyo and Taillesskangaru to hammer the thing out.)
Of course, we seem to have a path set for IOT V so I'm gonna take a stab of a chance and try and put THIS IDEA UP FOR VOTE no matter how ironic it is. If it falls, IOT V may well be rough. I'll still join and see how it goes pretty much no matter what, however, in the words of James Madison (I think it was him)
"Democracy never lasts long it soon wastes, exausts, and murders itself."
Assuming my idea falls, as it probably will, I hope if IOTV falls it will be considered for IOT VI.
