In light of the growing tensions in this region of the Empire, and to provide for the safety of her subjects,
Her August Majesty Salvbara Queen of the Dene, in consultation with her ministers and the leaders of the
High Council, hereby close the waters adjacent to the Lands of the Dene to warships of foreign nations.
An exception to this policy is the waters of the Hudsn (or Hudson Bay) which lie in common to both the
Dene and New Wales territories.
All warships not of the Dene navy shall depart the closed waters immediately, and none shall enter thereafter,
or face the use of deadly force by our fleet in removing them.

The Celtic Union also requests confirmation of what precisely Dene considers their 'territorial waters', especially as the coastal waters of the eastern pacific are shared between Dene and New Spain.

We, as diplomats representing her Most August Majesty, Queen Salvbara, delight in the opportunity of clarify the words and meanings of the express thoughts of her highness.
To be specific, the phrase ...waters adjacent to the Lands of the Dene... means that if Dene territory has a shoreline adjacent to a sea zone, that zone is closed to warships not of the Dene navy.
The exception of course is the Hudsn (Hudson Bay) zone, in deference to the sensibilities of the government of New Wales.
To make it even clearer, keep your warships out of the Monte and Beauf (Monterey and Beaufort) seas for now. If the situation changes, we will let you know.
Again, thank you for allowing the Ministry to aid you in the understanding of our nations positions during this time of unrest.
