The American Republic spans all its IPs this turn improving its ports on the East Coast, down around the Gulf, finally to Mexico. The only ones we're not improving on the ones on the Pacific West Coast.

Sweden accepts the offer, trading 1 IP for control of the Ukraine.

I also upgrade the Swedish shipyard to level 3, and purchase an additional army to replace the one lost in the Ukraine.
