You should probably add that (and cost) to the rules. What would also be nice is adding how much tech costs and if spending all your SP every turn has any negative effects.

Since you start with 10 SP, you can claim 10 provinces, right?
 
8 SP towards claiming Nepal, that little province in between Bhutan and Nepal, and six random Tibetan provinces.

Claim the 10 blue/grey provinces
Use the other 5 to claim 5 random provinces in Sweden and Norway.
