A meeting between President Vladimir Putin and the Mongol Politician Ux-Battaaar Lee ended with great success for both sides. Mongolia is ready to be given once again independence now that the Chinese threat is over. The FUSSPLR and the Mongolian Government have signed the Treaty of Moscow, in which Mongolia becomes an independent nation and the borders with FUSSPLR are clarified, the Treaty of Co-operation and Friendship, in which both nations agree to Open Borders, Free Trade, Common Currency and a Military Alliance, and the Treaty of Mongolian Army, in which it is agreed that Russian officers will train the newly created Mongolian Army and the FUSSPLR will supply Mongolia with the latest equipment.

OOC: LH is the NPC manager. As such I recommend you allow our GM the chance to give a Mongolian response to such matters.

IC: The UMWE is unsure if Mongolia is independent now or simply becoming a Russian puppet in secret. As such we recommend a committee of political scholars from universities across the world gather in Mongolia to help Mongolia be truly independent as oppose to being a Russian puppet state.
 
The FUSSPLR will not allow any Commitee of your "scholars" in Mongolia. Mongolia is an independent nation and it's Government will be decided by the people, not some Arabs.
 
Also, we do not see how co-operation and alliance between two states means that one is puppet of an other. Is Egypt a puppet of the Watch?

But Mongolian independence as been declared not by Mongolians but by Russians and we have declared that the scholars would be around the world. Attempts to block a party of scholars entering Mongolia will be taken as evidence that Mongolia is being settled as a Russian puppet state.

It is the nature of the alliance we are concerned about. You appear to be speaking for Mongolia. Mongolia is its own nation and should speak for itself. As such the scholars will aid the voice of Mongolia and ensure it is not being a dependent puppet of Russia.

The fact your treating a party of civilian scholars as a possible threat does suggest that this "alliance" is rather a vassalage pact which Mongolia is a puppet state. We are sorry but the party is on route: prevent from entering Mongolia and you are making it clear that Mongolia is not independent. If Mongolia is independent then you would allow scholars to evaluate the situation.

Today, the Red Army paraded in the Red Square to celebrate the day of the Revolution, when the Great Leader, Revolutionary Hero, Preacher of Marxism, Savior of the Workers and the Peasants, Lenin, overthrew the Tsarist Regime and made Russia a Worker's Paradise.

The Great Leader Vladimir Putin gave a speech to the Russian people:

"Workers and Peasants of the FUSSPLR!! Since the creation of our state by the Great Leader, Revolutionary Hero, Preacher of Marxism, Savior of the Workers and the Peasants, Lenin, we have managed to become a great power. We have developed our Industry, spread Marxism to other nations, saved Mongolia from Chinese occupation and genocide and helping bring World Peace. We did all that thanks to you!"

Err... actually they are going to have the power of judgement aka "if we find evidence that Mongolia is being set up to be a yes man to Russia then we have the power to declare and the international community will respond hence forth." Never, ever say a scholar lacks power. Influence is among the most powerful forces in the universe. Mr. Battaaar Lee will be judged on whether he is a genuine leader of a independent nation or a puppet of a certain Russian puppet master by the name of Putin. Lee will not be the one following our advise; Mongolia will be the one considering our judgement, for it is in the people that Mongolia will rise.

We of course await a response from Mongolia: the Russians so far have spoken and Mongolia needs to speak or is Russia the speaker for Mongolia? The later would question the independence of Mongolia.

OOC: in other news its not currently independent? What ever I suggest you do not make characters for Mongolia. It does not suggest independence and I think it would also take time for a proper structure to be installed in Mongolia. No speaking for Mongolia. That is GM's matter to speak for NPCs and their wannabes, not your matter.

Till it is independent it cannot have a head of state.

IC: The FUSSPLR is clear hiding something. The scholars are on their way. If the scholars are jailed then we will as a casus belli to free them.

The world does not need needless tension. The scholars are on their way and are granted diplomatic immunity. Harming them will be seen as a act against the states which they come from.

Finally: clearly the leadership of Mongolia has not been elected in fair way for it has all happen so quickly. Since Russia speaks speaking for Mongolia it will have to not speak for Mongolia and set forth the requirements.

...please play by the conditions of matter and not place people on ignore lists for criticism, especially as you have to view what they say in game in case of, say, a important diplomatic occurrence.

The SSSL "Defence" of Mongolia was just that, it was set up there to defend Mongolia in the event that China attacked it, however with the creation of the FUSSPLR it has become downright imperialism and invasion of the Mongolian People.

Mongolia should be truly released and handed to create its own government, then if it wishes to foster relations with Russia on its own, it may.

But The Great Turan will not allow our Mongolian Brothers to become a puppet state of the FUSSPLR
 
A Brief History of the People's Republic of Montreal

The USCM did a fairly decent job of hiding their internal conflict from the world, presenting an illusion of a stable government until a new one announced its existence along with the demise of the first. While maintaining the image of a socialist power, Coldwell began to push the USCM farther away from their original ideology. Staffing the bureaucracy and higher echelons of government with die-hard loyalists, the USCM government took a dangerous turn towards fascism, prompting the first of numerous small-scale protests. The protesters would later organize into the New Social Party, which believed that heavily centralized socialism inevitably led to fascism, and instead called for a system that left more power in the hands of the territories, and by extent the workers. The NSP, heavily suppressed during this time, rallied around an Ontario-born doctor who long advocated the decentralized socialist system they sponsored.

Dr. Norman Bethune, strangely enough, was not even in Canada when the NSP was formed. Working as a volunteer in a Sardinian military hospital, Bethune heard news of the protestors when he received notification from the USCM government that he would not be permitted to return to the country. Bethune gladly took up the NSP cause following this bombshell, successfully organizing mass strikes against the government from his hotel room across the street from the USCM Embassy. While doing little to budge the old leaders from power, the strikes brought greater attention to Coldwell's totalitarian regime. After an internal revolt crippled the high command, Coldwell became even more paranoid and increasingly detached from worldly affairs, setting the stage for a revolt.

Mercifully, the USCM ended with a whimper rather than a bang. With the government's power virtually non-existent, the NSP declared the USCM defunct, and founded the People's Republic of Montreal, their capital in the eponymous city. Nearly all Canadian territory declared their allegiance to the new Republic, and the military was unwilling to budge the newcomers from power. Norman Bethune was allowed to re-enter the country as its leader and, in many eyes, its savior. In a remarkable show of compassion, Bethune offered amnesty and allowed the old USCM leadership to retire peacefully, many of whom had already fled the country. Bethune began to work towards reformation, and announced the existence of the People's Republic of Montreal to the world.


The People's Republic would like to ask that all former allies of the USCM send their alliance offers again to be renewed. We have no desire to break our alliance with our socialist brethren.

To the United States:

Oregon and California have decisively supported the regime in Montreal, and we have no desire to break their trust by treating them as a bargaining chip. We will not sell territory under any circumstances.

EXPOSING TURAN NATIONALIST LIES:

The central Asian country Mongolia is home to more than 20 tribes and ethnic groups, some of which are related to neighboring Turkic populations. The main Mongolian people, Khalkha, live in central and eastern Mongolia while the Tsaatan minority lives in the north of the country. The Oold minority is from the western Altai mountain region and live in close proximity with Turkic people. We have typed the HLA-A, -B, -Cw, -DRB1 and -DQB1 loci by PCR-SSP in these three Mongolian populations as well as a sample of the German population. To examine their genetic relationships, a sample of the Turkish population already typed at the HLA-A, -B and -DRB1 loci were used. Altogether five populations were analyzed: Khalkha (n = 100), Tsaatan (n = 72), Oold (n = 52), German (n = 260) and (Anatolian) Turkish (n = 498). Nei's unbiased genetic identity (GI) and genetic distance (GD) were estimated from genotypes using PopGene v1.31, and dendrograms were constructed using phylip. The results suggested a close relationship of the Khalkha to the Tsaatan. The Turks and Germans were equally distant to all three Mongolian populations. These results confirmed the lack of strong genetic relationship between the Mongols and the Turks despite the close relationship of their languages (Altaic group) and shared historical neighborhood. This study has provided useful population data for genetic and anthropologic studies bridging eastern and western populations.
