Well for me, they may come off even then, depending on the company, lol....
I'd say it is wrong for people to "flash" people unsolicited--especially pervs flashing small children.
But I suppose if someday we developed a culture that shed its skin taboos, then "flashing" wouldn't be an issue because nudity would be a normal occurence on the street.
But our culture may not be "mature" enough to make public nakedness practical for many people. Case in point: in New York City, so I've heard (New Yorkers can confirm whether or not this is true), topless restrictions for women in public have been lifted (the reasoning being that there are no topless restrictions for men, so the sexes should have equal rights, etc.), but only the hideously ugly hags take advantage of this--the gorgeous sexy women won't, for fear of being raped.... So I've heard anyway.
Personally though I don't think it's a problem--whatever God there is made us that way, and our bodies are beautiful (well, when we take care of them), not objects of shame. Why insult God by being ashamed of what He gave us? That people who say they love God do this, I can't understand for the life of me....
But clothes have practical uses, especially in January here....
