Maybe the point at which there's no health bar left in the UI is 1HP, rather than 0HP, causing this. I'm not sure, but that's how I've been reading it.
There's also a slight fade to the red in the health bar which makes it harder to see if there will be any health left when it's close to zero.

Most likely it's in the case that, by the formulas, both units should take critical damage, but it isn't programmed for both units to die and so one must survive and does so at 1hp.
100hp means 1 in 100 will end up with one but we know it’s much higher than that because the units are damaged
I do not think that statistically I see 1hp units any more than I see 2 or 3. you just look at the HP left when it is so red.
I remember them making this change because the devs talked about it. But it was a while ago, I think, maybe with the first patch for Civ 6. Anyway, I've always hated the result. It's both unrealistic and incredibly irritating.
No, because the problem here is that you can look at the bar and know in advance whether the unit will die or not. So the units should die 100% of the time. Also, mid way through the last sentence it dawned on me oh my god I'm an idiot and there's actually randomness in combat, which means I've been playing this game all this time without realising it, made considerably worse by a second sudden realisation just now that combat odds were very clearly displayed in CIV IV as well but somehow my brain still chose to dismiss that information and assume there was no randomness in CIV VI.

As I posted in another thread, "One thing that really bugs me [about Civ 6] is when the battle calculator tells me I can expect a Decisive victory, and by all rights I should, yet after the attack my opponent is somehow left standing with one single health point — which means I have to waste a whole other turn waiting until I can finish him off. SO aggravating!"
One case they reliably end up at 1 is when both units are damaged and would normally die, but since one has to survive the one in better condition wins the fight and remains at 1hp. But otherwise if the unit you attack is just at the point of getting killed from the attack then due to randomness sometimes it will survive and as Victoria says it would often be at 2 or 3 too.
