Is there any way to place cities using the World builder?

When you're in the menu that can add buildings to your existing cities the first button is place new city. That or give yourself a free settler like I used to until I found that button!

heh, It seems like it was so long ago I was asking myself the same question but now I can do much more when it comes to modding. yep just like woodelf said, it's in the Player tab under buildings, it's the first button you see there.
