Is war weariness part of capitulation?

I declared war on Hannibal, but it resulted in a stalemate, taking a city maybe every 20 turns, in a war that lasted from the beginning of rifles to tanks, over 100+ turns or so. I took a lousy 4 mediocre cities (5 total, but the last one was taken back quickly), and had culture at 30% at some points to combat the massive war weariness; I really should have gone police state, looking back. I had close to 1000 weariness total with him alone, and about 500 with his ally, Pacal. He was also at war with my vassal, Mansa Musa.

After a few pointless tank surges from both sides, and watching the other AIs advance in techs too quickly, I gave up on the war and sued for peace. Hannibal offered the 5th city he had just retaken, capitulation, and all his gold. :eek:

At least in the short term, things didn't look bad at all for him, as he had just retaken a city and stuffed one of my offenses, but he apparently thought things were horrible for him. Was it weariness, the power rating difference (mine crept higher over time), or just the ratio of kills:losses that favored me?
 
I often fight defensive wars as I don't like expanding my empire beyond what I need, so what happens is that the AI angrily declares war and sends a couple of massive stacks towards my lands. Once these stacks are destroyed with very few losses on my side (I defend by attacking with offensive units from my cities, mostly), the AI is usually more than happy to give up a lot for peace.

So, I'm guessing their & your unit losses, likeliness of them taking one of your cities soon, and armies in the field do matter.
 
Nope, AI doesn't think that way.

And you should raze some cities.
 
For a AI being willing to capitulate it has to ( atleast ):

-You have a war success count of 40 or more on them

-You have more than 75% of their power

-Their power is lower than the average power of the alive civs in the maps

( p.s. The better AI mod changes some of this values )

And has nothing to do with war weariness directly ( only indirectly, given that war weariness and war sucess count are based in the same variables )
