[GS] Issues with steam.exe/bootstrapper during multiplayer

Hi,

This issue seems to have developed over time/possibly after an update. Basically the steam bootstrapper/steam.exe uses a lot of cpu - 20 percent plus compared to about 1 percent during single player in civ or single/multiplayer in other games.

It's an issue because it's eating up so much CPU when combined the civ process itself so much that discord is cutting out to the point of being unplayable. I've searched the web but haven't found any fix for it. Interestingly, I was the server and the friend I was playing with was having the same issue on their end with high cpu usage as the client.

I'm one of the few that basically only plays multiplayer (co-op) at this point, would have picked up the season pass but really it's of no use to me unless I can get this working again.
