Japanese UHV

The year is 1604. I have three cities: Kyoto, Edo, and Kagoshima.

Kyoto has 8,226 culture. Edo has 4,527 culture. Kagoshima has 5,739 culture.

The UHV reads, "have an average city culture of 6,000 by 1600 AD without ever losing a city."

I have not lost any cities.

Nonetheless, it said I lost out on the first condition. Have I misunderstood something?

What does/did the display say? Do you have a save from that game, preferably from before the goal expired?

Here are two saves, one from around the time I calculated I was okay and ceased to build/focus culture, and one from the turn the failure popup appeared.

Unfortunately I did not have any saves from the game mentioned in the OP so I played it again and the same problem occurred.

Three cities. Kyoto with ~7,500 culture, Edo with ~6,200, and Nagasaki with ~5,300, as far as I remember. Am I meant to have at least 6,000 culture in every city?

Anyway, thanks for checking it out, hopefully you can help fix it/this will help with future development! The mod is great!

The goal is at least intended to take the average, but I might have accidentally coded it differently.
