The long tassels of hair floated gracefully, which you wouldn't expect from the thickness of them, before slamming hard against the dirt.

Hallie raises his axe, the crowd cheers, "Off with their heads!"

There is more to it than that, Hallie thinks to himself, "We might have killed them all here, my brothers, but there are more nobles and despots beyond our lands."

"Off with their heads!" comes the crowd's reply.

"We do not have the time or resources to liberate and protect the cowards that live still in bondage. What I mean to say is that we must be prepared for them to fear us and hate us for our freedom. They will exhaust us if they convince us to attack them, we must simply be prepared to fight them off when they come to enslave us, and they will.

"We must join as brothers and allow the majority opinion to guide our path. We are wise and strong, and the tyrants will fall before us, every slave will go free."

In the middle of the town, the master craftsmen carved runes and pictograms, immortalizing the revolt, Consul Hallie,and the free lands of Rastafaristan into a massive ebony obelisk.

The Consul serves a ten year term and is at present the only elected official, he appoints generals and engineers to conduct the business of the people. There is only one legislative body and that is the total population of Mogidishu. They can remove the consul with a 2/3 vote of no confidence. More nuance will be added as things progress, but the basic organization of the democracy right now, with no moneyed interests and only a primitive model to work with.

History

The Pola Valley has always been a center of settlement. From the south, the passes of the Apennines open up into the broad valley. From the North and East are some of the main passes of the Alps along the coast and rivers. From the west the river leads to a pass, just a few month's march from Celtic warlords.

This was a advantage to civilization. Waves of settlement has dotted the rich coast and the long valley. Trade criss crossed the valley as Salt from the city of Halsatt travels south for southern plantations and as Gorthan trade goods slowly crossed with Celtic metal workers. Farmsteads grew to villages, then towns and then cities as they farmed the rich land, mined the ore, traded the routes and forged on the fire.

The many ethnic groups here are only slight ripples in the peace of the valley. Celtic settlers lived with Halsatt (germanic? its in austria) migrants. Those from south of the mountains made homes as well. Each city grew walls and commanded towns as the land grew more croweded, but wars are mostly fought over the right to tax a trade route or to influence a town.

This changed. One day a large force of troops, Celtic or Halsattian, arrived in the northern passes. Behind them are long lines of migrants, but who are ready to take their land by forces. They marched and crushed the northern cities. Refugees streamed southward along the river. All the cities grew as the horde marched closer, and each city tried and failed to defend itself or its towns.

To the far end of the Pola River is the City of Verona. There are few oceanic traders in the Adriatic, but those were worth it. With a near monopoly of the Polan cities, only the northern town of Venice has a fleet worth comparing. To this strong hold did most of the refugees end up. They were lucky and had more time than most as the Duke declared himself King and trained his army as the doom marched closer.

The horde was optimistic of their chances. They have conquered half the valley and overcame many cities. Although their numbers are growing lower, more migrants came from the valley and the citeis behind them are being resettled. It all changed as they neared the souther third of the Valley.

Verona has declared hegemon over all the cities in the south, now being as much as four times bigger than the other cities. Its army of shielded warriors marched and gathered with its forced allies. They themselves are thankful they do not have to stand alone. Northward it marched and defeated the enemy.

So now, Verona owns all of the southern Pola, and the remnants of the settlers have held the empty cities of the north. Will it push northward to defeat them? Or will it look across the sea to Venice and beyond, like the Gorthan ideas behind them.

(Quick: Pola river center of migration. Armed migration forces refugees to Verona. Verona declared itself a kingdom and hegemon of the othe Polan cities and fought north. Ethnicality are Veronan (boating people from Illyricum) Celtic, Halsattian (Austrian) Southern. Most are mixed blooded Polan.)
 
There is no palace in Mogidishu, Hallie simply sits on an elevated chair at the middle of the town and judges disputes with the penultimate authority of his popularity.

"The eye opener" they call him, but not to his face, Hallie takes a stern glare when he hears it. "The chain breaker" as well, but Hallie prefers just "Consul." A former captain of the slavemaster guards who brought the entire society to it's knees one word at a time, to one dissident at a time, until it was his axe that split off the last noble's head and his bizzare "democracy" that they adopted to replace the rule of oligarchs.

But he had built his revolution specifically to ensure that it would work. It was not a coup, although the guards did revolt, or a gang of slavemasters, although the slavemasters came, nor was it a slave revolt, although the slaves came as well, nor was it only the marching of the rural freemen who had watched more and more of their land being siezed to build slave plantations, but the farmers marched alongside the rest. When Hallie had spread the seeds of revolution so far afield then there was no choice afterwards but to bestow an equal voice to everyone.

The questions die down, but the crowd remains in front of the chair. Hallie finally stands.

"The most important thing, the greatest achievement of our people must be to safeguard this holy revolution."

The crowd murmurs and nods amongst themselves.

"We must not only dedicate ourselves to armed crafts, but we must be better trained, we must know every secret of this jungle. We must each and every one of us learn to read so that we can remain well organized even if we can only send notes.

"They will fear us, and they will try to attack us out of fear. We must be stronger, faster and better educated if we want to preserve this holy revolution. Or else they will return, and they will return in strength."

The crowd murmurs and Hallie points in the crowd to another former guard, "Andre!" he shouts, "I require your assistance, I need strong shields to protect the revolution."

The crowd goes silent, Andre looks around for a moment and says, "You shall have them."
 
Story:

This was not certainly what he had expected from joining the army. He had known it would be somewhat bad, because he would probably have to kill the enemy and fight in pitched battles.

He had never imagined it would so... awesome. The ambushing, the use of tactics, the discipline... Before this, he had never known what to do with his life. But now, after one year of war against the Shingai, he had found his vocation. He was going to be not only a soldier, but a Warlord, a leader of armies. Of course, it would take much time, but he knew it was going to be really great, to be the one leading the soldiers into battle, developing new tactics for their attacks, getting his ideas known for the War Council... if he managed to survive war, he might even become chosen for the Council of Leaders!

Of course, the main thing was if he survived the war. He had trained much, and at 18 Moon-dozens*, he was certainly quite fit, could hold his sword-and-shield pair, his long lance or his bow without any problem, and so far many enemies had fallen to his hand. However, he knew that there was a big chance that he would die in battle, and that was why he never underestimated the enemy, nor did he allow his emotions to take a hold of him in the middle of battle. He may hate the Shingai for attacking both Xingbao and Yi, but in the battleground feelings held no place. It was just fighting.

Now, he and the group of soldiers he was travelling with was being sent towards the west, to invade Shingai proper. His skin tingled when he thought of taking over Shingaian lands for Xingbao...

* Moon-dozen is the equivalent to 1 year, as in "12 Moons". :D

Ahar will be allowed to rule moderately autonomously, but any large decisions will have to be passed through the entire council of Bara Magna. Ahar will also receive votes in the national assembly in accordance with the percentage of population they add to Bara Magna. We will in fact build a temple in Ahar's capital city, and furnish 50% of the funds, or more if required. The population will be converted to Toaism, since Ahar is monotheist anyways, and their army will merge into ours.

Well, that's fair enough. I wasn't trying to offend anyone calling for an update, I finished exams and quit writing query letters over the Holidays and I've been doing little but playing WoW and waiting for this update all weekend, I have some exciting directions to take Rastafaristan, and am also chomping at the bit here. I was just mentioning that considering the time difference I probably wouldn't expect the update for several hours.
 
Well that's okay. As long as the update comes on time (or at least fairly on time), I can wait.

I'll be back to help you burn him on the stake later, in the name of the Revolution, but even I think we should give him a fair shot.
