The world was changing. The invention of AI by the American scientists led to an age of expansion for the USA into Africa and the Middle East, which immediately brought world war between the United States and the rest of the world. It wasn’t long before the defeated Germany was resurrected by a lift upon all the sanctions put on to it by the now-dissolved United Nations. While the rest of the world shrank under the powerful American armies, the Germans hid and waited until it was ready. A German scientist by the name of Lechtiensi finally made a breakthrough. He was able to clone men. Not only one man, or two, but thousands and thousands of them, breeding them for the new Fuher. Finally the United States hit Germany, and the world went up in smoke. The two superpowers waged a nuclear, biological, mechanical war as AI robots faced a cloned army. In the end, the two monsters had defeated themselves. The world lay in waste. It is now a time of new empires, of new leaders, of new armies. Will your nation rise to the top as the next superpower, or will it dissolve just as many past nations have?

Welcome to JNESXII: One Step for Man

RULES

JOINING
There are 16 nations to be taken by anyone who wants them. However, there will be a 24 hour “honors” list like in JNES. Meaning that there are guaranteed positions for the players listed, mostly because I believe they deserve a spot in the nes as they are either JNES players, board game veterans, or someone who doesn’t get to play these kind of games much but who loves them ;). This does not guarantee them the nation of their choice, just a spot in whatever is left when they get here. If there are no spots left, then the last person to join must give up his/her nation. The list is: RoddyVR, Uknemesis, AnarchyRulz, Sheep2, Kennelly, IceEye, Toasty, Dexter, and SKILORD.

HOW TO PLAY
This nes is somewhat different from other board game nes’s. Please read this carefully and ask me if you have any questions.

Earning Money
You earn money by the provinces you have. All provinces have the same value except European provinces, which has a +1c to them. Europe ends at provinces KOM, LEN, MOS, and SEV. Small archipelagos earn you a +1. All other provinces earn you a +3.

Spending Money
You can use money for a number of things. You can build cities for 20c, units for various prices, give money to people, or bank the money you have. Money is also used for keeping upkeep on your units and cities.

Movement
You can only move as many provinces/sea’s as your unit that you are moving can. Loading to a fleet takes the land army’s turn, meaning you can not unload the same turn if the unit only has a movement of 1. Loading does not take the fleet’s movement point. When a unit is made, it cannot attack the same turn, but it can move.

CLAIMING PROVINCES
To claim a province, you need only move a unit into it. If two nations move a unit to the same unclaimed province, then either the nation with the higher overall attack points automatically gets the province, sending the other nation’s army to the province from where it came. When the attack points are the same, then a skirmish happens, and the victor gets the province, the looser dies.

CONCERNING BATTLE ISSUES
Your fleets will automatically defend from the sea they are in from any invasion force of any kind that is going to land on your coast. Basically, to invade, you must defeat all enemy fleets bordering their coast in that sea. More will come here, highlighted when it is new.

DIPLOMACY
Since it is post modern era, everyone has contact. Also, I would like to express my wish that wars are not fought in this game for anything that is out of character. This is a weakness in nes’s and I wish not to exploit it in this game.

CITIES
Cities can be built in any province, as many as you want per province, and cost 20c each. However, this is where it gets different. A city is not for earning extra money, like in most games. Instead, the city adds a +1 defense to any unit stationed in that province, and gives you the ability to build the units that require cities. A city also costs an upkeep of 1 per turn.

MAP
The map, as you can see, has been tweaked a little. I have tried to remove provinces and make the world equal for everyone. It still is a little lopsided, and so you as the players will need to tell the future of it. My apologies to those who are penalized a little, but this is what happens in real life, you just must make it work. Also, to island nations (Japan, England, Australia), you get a free transport in the beginning.

UNITS and FIGHTING
This will be described on the nations templates page.

NATIONS TEMPLATES
All nations templates will be on another thread, as well as more rules.

Good luck, AND PLEASE DO NOT SIGN UP IF YOU ARE GOING TO QUIT RIGHT OF WAY. IF YOU DO, YOU WILL NOT BE HAPPY WHEN THE NEXT JNES IS UP.

no wait - I'll take Germany. I hope I can change the thing away from being "Fuhrer", tho

OOC: I'm not a vet? ;)

I'll take Carthage.

To: Rome, France, Turkey
From: Carthage

We wish to partition the Mediterrenean Sea area so that no squabbles over territory ensue. This is only for territories bordering the Gulf of Lyon, Ionian Sea, Bay of Biscay, and Aegean Sea.

Carthage: Libya, Algeria, Morrocco, Azores
France: Spain, Portugal, Marseilles
Rome: Salerno, Sicily (unless its part of Salerno), Lombardy, Yugoslavia
Turkey: Province MAL, Province VAN, Israel, Egypt

This is my proposal, I hope it is agreeable. Also, I am fine with any actions you choose to take outside of the Mediterrenean region.

OOC: Do we PM or post orders?

i'm taking Russia.

i'll be Czar Roddy for simplisity's sake ;)

questions:

1. does the capitol start with a city? (assuming a no)

2. could you links in the first posts of each thread pointing to the other thread, so that we dont gotta go thru the forum and search
for the other thread? (thanks)

3. the combat system:
its 8 units max per army. an army with over 20 defence CANT be hit (cause you cant roll more then 20 on a d20). so an army of 8 goliath walkers or even the lazer infantry is completely invincible on defence. and armies of more then 4 goliath walkers will NEVER have casualties in battle when attacking (defenders cant roll more then 20).

4. the map has some islands that dont have names, are they just part of the closest named region or what? (cuba's neighbor, a bunch just north of Australia....)

guess thats it for now. but "i'll be baack"....

Ill take England

What does 'give money to people' mean?

and also, there are two 'con' in africa, 1 tile apart!

I can answer this one. You see the line in the sea zone around the Philippine Islands and Haiti are in the same circle as Min and Cub? They are part of the province.

Capital does not start with a city

I will put it to just the thread now, and later I will link all the countries to their individual posts on the nations thread.

Yes, that is why I made it a d32 already. I don't like the battle system, and if you could help me form a new one with the a/d/m stats, that would be great! I am going to try and form a new one this morning.

4. the map has some islands that dont have names, are they just part of the closest named region or what? (cuba's neighbor, a bunch just north of Australia....)

The ones that don't have names mean they are a part of one that does. So all of Indonesia belongs to BOR, Haita belongs to Cuba, Sicily to southern Italy, and so on.

I will change one of the con's, and give money to people means exactly what it reads. You can give money to to other nations if you put in your orders that you are doing so.
