But then theres no reason to make the 12th amendment!

Also the capital wasn't moved until the middle of 1800. The update clearly states that 1800 has just begun.

Yeah I noticed that... since its alt-hist ill say that as part of the constitutional convention DC was made the capital :p

Governer Jonathan Trumbull stood in the center of Hartford Sqaure, in front of the large crowd gathering in the center of the square despite the wintery New England cold. The governer got up as the crowd milled about, looking with curious eyes on the vieled statue in the middle of the sqaure, right behind where the governer was going to speak. Clearing his throat, the governer spoke loudly to the assembled crowd, aides galore behind him.

"Today, we are to unveil an important part of this state's proud and glorious history. This Statue will serve as a reminder of what our state strove to achieve in the days leading up to the War for Independance. Our famous stand against British imperialism as we hid our State charter from the Dominon of New England. We are the state that has had written rights first, and this is why we are the most free!"

The crowd cheered at the charasmatic governers words. His relatively young frame, at 42, stood with flushed cheeks in the cold as breath rose into the chilly air from the cheering crowd. The governer made a small motion, and one of aides unveiled the statue that every one was gathered in the sqaure to see. It was a large stone plaque with every article of the original charter written upon it, as well as the State constituation as it stood now.

"This plaque, is a symbol of those freedoms we have gained through blood, through sweat, through tears and preserverance. These words are the representations of Freedom that can only be gained here, in America! And these freedoms, that we all enjoy, started here in this State! Europeans look upon us with envy, especially Connecticut, for our freedoms and our rights."

Agreements sweapt through the crowd, and feelings of patrotism for Conneticut took over the many of the crowd. Another small motion, and the plaque was graced upon its top by the Flag of Connecticut. A moment of silence was shared as the flag was placed upon the stone column, each person in the audience tearing up as they thought of what exactly the flag meant to them: whether that be freedom, prosperity, or what have they. Several young boys in the crowd would dedicate their lives to improving Connecticut, thanks to the governers reminders of Conneticuts achivements.

Indeed, Jonathan Thumbill as governer had already super charged his state upon the path of greatness. It was only matter of time now before the people of Connecticut would become proud of not just of their state's past glories, but of future ones.

Just so everybody knows, since I've been hearing a lot about claiming territory, here is a map of territorial claims.

Note: The only current claims would be connecticut along southern lake Erie and Georgia over otl alabama and mississippi. All others have been recinded

To Pennsylvania:
From New York:
Our two parties are closely linked, to the point of functioning as one association, what with cross-endorsing and shared platforms and whatnot. Consider them, for all intents and purposes, one party.

OOC: The CUP is effectively just the regional equivalent of the Federalists for New York. I just liked the name better, and differed from the New England Federalists on tariff policy, so I decided to have a subparty in New York state. Later one we'll probably just merge into the Federalists anyway.

Plan for the Defense of New York Against All Future Aggression

Governor Jay's plan for the protection of New York calls for the construction of number of strong fortifications at strategic points throughout the state. Foremost among these are a system of ten coastal and riverside fortifications throughout New York Harbor and along the Hudson River. Two other fortifications would be constructed to protect Lakes Ontario and Erie, and to block the land invasion route of New York from Canada.

These proposed fortifications are:

1. Fort Buffalo, for defense of Lake Erie and control of the land route between New York and southern Ontario.
2. Fort Ontario, for defense of Lake Ontario and control of the mouth of the St. Lawrence and the land route between New York and northeastern Ontario and Quebec.
3. Fort Verrazano, for the defense of southern Staten Island and control of Lower New York Bay and the Arthur Kill.
4. Fort Wadsworth (reconstructed and strengthened), for defense of northern Staten Island and control of the Narrows.
5. Fort Hamilton, for defense of Brooklyn and control of the Narrows and Upper New York Bay.
6. Fort Washington (reconstructed and strengthened), for defense of northern Manhattan and the Bronx and control of Upper New York Bay, the Harlem River, and the mouth of the Hudson River.
7. Fort Amsterdam (reconstructed and strengthened), for defense of southern Manhattan and control of the East River and Upper New York Bay.
8. Fort Paine, for defense of lower New York and control of the mouth of the Hudson River
9. West Point (reconstructed and strengthened), for defense and control of the Hudson River
10. Fort Mohawk, for defense of central New York and control of the Hudson
11. Fort Steuben, for defense of upper New York and control of the Hudson
12. Fort Kosciusko, for defense of upper New York and control of the Hudson

OOC: I'll post fort descriptions and such sometime tomorrow, its 2 AM here rigt now, and I need sleep. Just figure that they're large, earth-and-masonwork star forts with long-range coastal guns.

Cletus looked over his filed appraisingly. Row upon row of cotton stared him in the face. Not a bad plot of land, for a yeoman farmer. Since abandoning subsistence farming to try his hand in the market economy by means of cotton production, the man had nearly doubled his land holdings.

The time was ripe, and harvesting season had just begun. He called out his wife and three eldest children (he only had five in total, but he was yet only twenty-five years of age himself). They picked up their baskets and set about the arduous task of picking the prized cotton crop; leaving Cletus’ mother to tend to the young’ns.

By sundown, Cletus’ clan had made decent progress, but still had a daunting task ahead. “A couple of acres down, many more to go,” Cletus remarked, feeling momentarily overcome by the grand scale that his once modest plot had become. Hope for more land and more household amenities were on everyone’s mind as they sat down for dinner. Times were good for Cletus, and he savored every moment of it. And to think that at one point, he’d been tempted to risk everything by moving out west.

Update I; 1800

Jefferson sworn in, vows to limit federal power
The new president Thomas Jefferson was brought to Washington DC to be sworn in as the 3rd president of the United States to much fanfare and celebration. In his inaugural address, Jefferson vowed to continue limiting the power of the federal government promising “There will be no federal tariff, no federal taxes, no federal expansion while I am president”. Whether or not he can enforce this remains to be seen, as the Federalist majority in the Senate and close minority in the House of Representatives could easily enact legislation to the contrary, to which Jefferson is powerless to contend.

Napoleon Deals Blow to Austria-Peace with Britain
In Europe, the newly appointed leader of France has already shown his military prowess by dealing a significant blow to the Austrian army in Italy. Northern Italy has been restored to its pre-1789 status, with a significantly more French leaning and influence, some predict that Napoleon may try to install his brother has a leader of a United Northern Italy, something that may threaten both the Papacy and Austria. Nevertheless, seeing this victory against massive odds the Austrians signed peace with France, and having no other significant allies the British did so as well. It is unknown how long this peace will last, as Napoleon has already launched scathing criticisms against many of the monarchies of Europe, and pledged to “support and spread liberalism across the continent”. For now, Europe waits anxiously, to see if either side makes a move. In America, this has only had the impact of making the border on the Mississippi French instead of Spanish, via the Treaty of San Ildefonso. The terms of the treaty are unknown, but it looks like Louisiana is French now.

Virginia Introduces 2 Bills to congress
Virginia kicked off the new century by being the first, and only, state to introduce bills to congress. The first bill introduced was the “Norfolk Naval Act”, establishing Norfolk as the base for the Federal Navy. Until now the navy has been based at Annapolis, Maryland, who is very opposed to the sudden power grab by the state of Virginia to change the location. The bill is not expected to pass, as the reasoning behind it does not deem it necessary enough for change.

The second and far more controversial bill allows slave owners who move to the Northwest territories to keep their slaves, citing that slaves are their property and they should be allowed to keep it so long as they do not acquire more. This would also leave open later legislation once statehood is achieved to ban the slavery altogether. This has widespread support from the Southern slaveholding states, with strong opposition from Northern free states. It remains to be seen the outcome of the votes, but the nation remains divided on the issue of slavery and a heated debate is sure to follow.

Important Note: The bills will be voted upon in the next update, you can influence your representatives and senators to vote one way or another, but dont expect members of opposite parties to vote opposite ways (unless its a local issue, such as the Annapolis to Norfolk issue).

The bill can be viewed on the first page, please submit them in that format.

South Carolina passes laws through legislature, touts federal power
South Carolina and later Georgia earlier passed legislation through its legislature vowing to never pay a federal tariff if one is ever enacted, supporting Jefferson in his promise to never enact one. This provides for a potentially dangerous future if the federal government ever does enact a national tariff, as it will need to assert its power or cede superiority to the states on the issue if it ever decides to get such a thing done.

The states of South Carolina and Georgia also passed a law making the freeing of slaves much more difficult for slave owners, extending the slave trade indefinitely (there never was a restriction in this alt-hist), and failed in an attempt to pass a law restricting the number of slaves allowed to slaveholders in an effort to reduce the current black majority in South Carolina and make whites the dominant race numerically once again.

Connecticut Governor tours state, popularity soars
Governor John Trimbull Jr has been on a PR blitz, touring Connecticut multiple times over shaking hands and kissing babies in just about every town in the tiny coastal state. His popularity has soared, and many of his policies are further energizing the tiny state to a greater economic standing in New England. The port of New Haven has seen a dramatic increase in trade since lower tariffs on British goods have encouraged the Brits to go to them increasingly more. Though New York and Boston still see more trade, if the trend continues New Haven could become yet another thriving metropolis of the North Atlantic.

Pennsylvania, New York, Connecticut, Boston launch massive internal improvement projects
Consistent with Federalist principles, the aforementioned states have launched massive projects of internal improvements, subsidizing industry and building canals and roads like no other. Especially the incredibly ambitious Hudson Valley Program, most of these projects are incredibly costly, albeit not without tremendous gains.

Indian Raids Strike Ohio, Georgia, Kentucky
Indians of various Northwestern Tribes and the Cherokees in Georgia have gathered together and raided the states of Georgia, Ohio, and Kentucky. Georgia took blows as they burnt down vast plantations in its north, while Kentucky was able to rebuff most attacks across the Ohio before much damage was done. In Ohio, settlers were somewhat impeded and appeal to Pennsylvania and Virginia for aid in defeating the Indians, but expansion was still great in the soon to be state.

Massachusetts Attempting to unite New England!
Though purely through peaceful means for now, the state of Massachusetts has made obvious its attempts at a union of New England with Boston as its capital. The other states have, as expected, reacted very negatively to such an idea, citing the dramatic decrease in Senate representation if this were to occur. It remains to be seen what will come of this, but some states have appealed to others in the event of a hostile takeover of their state. RI has appealed to connecticut for aid in such an event, and New Hampshire and Vermont have done the same to New York.

War resumes in Europe!!!
Hardly 5 months since the signing of the peace treaty, war has already broken out once again between France and Britain. Spurred by an increasingly powerful and pragmatic Napoleon, Britain formed a new, third coalition with Prussia, Austria, and Prussia to restore the French Monarchy and depose the new ruler Napoleon. No side has yet made any moves, save from a few scattered naval battles near the Egyptian coast, but Napoleon and his allies in Spain have been rumored to be amassing a tremendous fleet, dubbed the second armada, in order to bring the fight to the British mainland….

With the breakout once again of hostilities, and the threat of naval invasion, British naval vessels have been rounding up and impressing American sailors and forcing them to serve in the British navy. President Jefferson issued an official complaint which was ignored by the British leadership, and for now the impressments hasn’t impacted American trade too significantly. In fact, with the breakout of war resumed, states such as New York, Connecticut, and Massachusetts have been profiting from the skyrocketing demand of timber and ships by the British Navy. As such, their income has been boosted.

To Vermont, New Hampshire:
From New York:
The several States need only surrender any measure of their autonomy to the Federal government for the collective good. No State must be obliged to surrender its authority, in whole or in part, to any other State, whether through political manipulation or armed cajolery. You have the assurance of the State of New York that your two great States shall remain free from the predations of any other, so long as this Union stands.

To Massachusetts:
From New York:
We are watching with interest. Consider yourselves warned.

To South Carolina, Georgia:
From New York:
We find your recent adoption of the doctrine of nullification to be highly troubling. Surely, as signitories to the Articles of Confederation, you understand that all States are bound to recognize and follow those mandates passed by the Federal legislature for the benefit of the nation as a whole. Our Union, however glorious an endeavor it may be, is yet fragile; and should any of its constituent parts cease to function in its assigned role, and to follow the established order of nation action, it may yet break under the stress, and leave this entire American continent once again vulnerable to foreign predation. We therefore protest your endorsement of this illegal ideology based on fallacious logic, and call upon you to return to the proper fold of the American nation.

The Forts of New York

The Plan for the Defense of New York calls for the construction of a system of fortifications to defend essential waterways and land routes. These fortifications have been designed to be the strongest and most reliable defenses in North America.

star_fort.png

All of the forts in the New York defense system are based upon the basic design of the Star Fort. These forts take the shape of a five-pointed star, and are constructed of stone walls protected by earthen embankments. The walls of the forts are built of quarried and precision-cut granite. Surrounding each wall face is a steep earthenwork embankment, which protects the wall from direct cannon fire; the slopes of the embankments are so steep that neither men nor horses can advance up them on foot, and crawling or climbing men are easy targets for musket fire. A palisade of sharpened wooden spikes at the foot of the embankments further impedes any possible infantry or cavalry assault on the walls. Ditches cut into the earth around the fortress channel advancing enemy forces into predetermined kill zones, where they are vulnerable to concentrated musket and cannon fire; the terrain around the fort is also left open, to provide clear fields of fire against the enemy. The five-pointed design gives the defending garrison a clear and commanding view of the battlefield from all directions, and creates interlocking fields of fire for the fort's artillery. Each fort contains essential military facilities, including barracks, kitchens, arsenals, protected powder magazines, and metalworking facilities. Each fort is protected from the landward side(s) by long- and medium-range howitzers, short-range defensive guns, and protected musketry positions. The howitzers provide ranged fire against the enemy force en masse, utilizing roundshot and shell. The defensive pieces provide close-in direct fire against enemy forces assaulting the fort, utilizing canister, grapeshot, and shell at small-arms range. The forts also possess naval mortars and long-range coastal guns on the seaward sides, for fighting enemy naval forces or troops across the river. The naval mortars permit the fortress garrison to utilize star shells to illuminate the battlefield, and provide short-range plunging fire with roundshot, hotshot, and shell; plunging fire, unlike direct fire, strikes the most vulnerable part of a ship (the deck), and therefore inflicts maximal damage on the ship and injury to the crew. The coastal guns are the largest and most powerful cannons produced in America; they are long-barreled, smoothbore naval guns of very large caliber, which provide direct fire against enemy warships, and occasionally against enemy troops on the opposite bank of a river, with roundshot, hotshot, shell, and grapeshot. The interlocking fields of fire allow the guns from multiple sections of the fortress to focus on a single point at once, providing highly concentrated firepower where it is most needed. Those forts which defend points along rivers are provided with additional power for controlling naval traffic on the waterway by means of large iron chains which can be placed across the rivers. The chains are anchored to both banks of the river by stone-and-iron pilings dug deep into the earth, and can be detached whenever there is no threat of naval action. Those forts which are exposed from a large landward side are also protected by outlying guard posts, low-profile masonry bunker houses protected by infantrymen and light defensive pieces which form a protective barrier on the landward side of the fort.

Altogether, the New York forts provide superb protection for the State's waterways and essential land routes. Secured by these mighty bulwarks, New York will grow and prosper in coming years.
