I do not know what lies you have been ready in the Western papers, but the truth is that Mexico has not annexed Guatemala. Justo Barrios, president of Guatemala, has attempted to force El Salvador into a new Central American Union. Considering the instability that have plagued all other Central American Unions, I have acted in the best interests of Mexico and all Latin Americans. And if you look below, you will see that I am not in fact outright annexing the country, but leaving its fate up to the people.

Your cause is crushed and your country occupied. Stuck on foreign soil without supplies, your army will soon be crushed. In order to end this war now, we offer you this more than far option. You and your army will disarm, and reenter the country. Then, a plebesite will be held. The people of Guatemala will have the choice to return to your rule, or become a part of Mexico. If they choose the first, Mexican soldiers will return home and you will resume power. However, if they choose the latter, Guatemala will become a part of Mexico, your soldiers will return home, and you and your officials will be exiled to the US.

I'm glad you enjoyed your visit, and I'm happy to comply with your requests for friendlier relations. We suggest a defensive alliance and trade pact. Also, we would be happy to help modernize your nation. In exchange, we ask that you allow Mexican businesses into your country with special privileges, and perhaps give Mexico exclusive trading rights in Hawaii. Such cooperation will surely greatly benefit us both.
