I do not know what lies you have been ready in the Western papers, but the truth is that Mexico has not annexed Guatemala. Justo Barrios, president of Guatemala, has attempted to force El Salvador into a new Central American Union. Considering the instability that have plagued all other Central American Unions, I have acted in the best interests of Mexico and all Latin Americans. And if you look below, you will see that I am not in fact outright annexing the country, but leaving its fate up to the people.

If they choose the first, Mexican soldiers will return home and you will resume power. However, if they choose the latter, Guatemala will become a part of Mexico, your soldiers will return home, and you and your officials will be exiled to the US.

Although I appreciate the Idea of moving out capital to Mecca, the holiest of cities, there are a few questions that must be answered before we can discuss this farthur.
There are some reasons not to go:
Firstly, if we rebuild our government at Mecca, all forgien diplomats will meet us there on Islamic holy ground: that is unacceptable! If we meet them outside of our governmental center they will be in their arrogance annoyed, and will have a negative impression.
Secondly, Government is a noisy yet secretive process. Pashas, Emirs and Sultans all meet at my Palace daily here at Constantinople, better known as Istanbul. It will interrupt the Hajj of the Muslim faithful with the palace of the empire, and all the courtiers traveling there for business, not relgion.
Finally, it will cost much money to build new palaces and mosques, for the sake of its splender to amaze outsiders to our government. The treasury would by essence placed there and is a distraction.
