The United States has infiltrated out government and sent her navy men to the slaughter. This cannot stand. Any government who supports this vilest of acts is truly a criminal in gods court. We defeated the Union once, and if they so wish we will do it again. For the people of the United States do not want this war anymore than we do.

The actions of our previous president will be forgotten by us. Will the queen also forget them?

This is acceptable to Her Majesty and her government. The Anglo Transatlantic Alliance is hereby reaffirmed. Enemies of the Crown and the Confederacy beware!

Do you wish to join me in an daring endeaver: rebuild the Silk Road in Steel and Wood! We can lay rail through Afganistan and Persia, over the ancient low lying routes and the desert, set up strategetic stations, and restart the flow of interior trade.

On the other note,I would like to start normal trading relations between our empires.

The route is mostly planned out: It will go from Cairo, cross Mesopotamia, north to the caspian, across the Hindu Cush ranges, down to Delhi and follows the Ganges to Calcutta.

We have already started a route from Damascus to the Persian Gulf, which can be easily extened to the Canal on one side and Tehran to the other. The rest would be a joint endeaver of great profit.

I hope this can bring our countries closer economically and politically.

OOC: got a newer railroad tycoon and actually built these routes: they are so darn profitable!

This is acceptable to Great Britain, however, British labor and British companies will work in tandem with those of the other parties, and will be the only party to put shovel into earth on British soil. Let the project begin!

Improvements in Armed Forces Technology
This year, great strides were made in keeping our men at arms safer on the field of battle, thanks to the introduction of steel helmets, and what the government is calling a rudimentary prototype of a "repeating rifle", able to fire several rounds within a minute. These steel helmets are becoming standard issue, while the rifle will have to wait a while, this step forward in technology is already heralding results in testing and being proven on the field of battle in skirmishes between natives and our brave boys in red in Africa. The natives' bullets (normally supplied from black market arms dealers), are known to ricochet off the helmets, or to waste the helmet instead of the soldier. Body-counts due to head-shots are down significantly! What this technology means for warfare is not yet clear, but what it does mean for Britain is less dead soldiers, and more fulfilled young military boys returning to their families, fulfilled young men. Not body bags.

The Confederacy in Turmoil
Been hearing a lot of news about the Americas as of late. We're sure you're all either on the edges of your seats, or quite tired to hear another report coming from the heart of the Confederate-Union border, and yet here we are. Following the execution of the Confederate president, charged with treason and complicity in a plot by the United States to enslave Confederate sovereignty, that nation has been thrown into anarchy, with the arm of the Confederate law desperately and valiantly attempting to restore order over the mistreated and abused populace of that nation. We are of course all knowledgable of the circumstances that have brought about this unfortunate turn of events. The unprovoked attack by the Union on Confederate naval forces in the Norfolk area earlier this year has brought the powder keg that is the Americas to the point of explosion. With Her Majesty's government threatening action against the Union, and the reaffirmation of the Anglo Transatlantic Alliance so many have been waiting for, the world as a whole is on the edge of its seat to see the result of the situation.

Silk Railroad
Several nations have entered trade agreements this year to make the Ottoman dream of a Silk-Road rail line possible. Great Britain among them, already Her Majesty's government is making plans on whom to have contracted for the various jobs necessary to make the British portions of the line feasible. With hundreds of working men and women called to manufacture parts, the rail is sure to be a boon to the economy, and help to replace the jobs emptied by the massive colonial exodus to the shores of the Dark Continent.

We accept this, as long as the Chinese are allowed to build the Chinese parts.

I agree with these propositions of labor. How about those of Afganistan and Persia.

Smoke from it's muzzle, shells from its breath.
Valued yet heavy, its movement seeminly ponderous,
Until one sights the Foot Artillary, whose speed is amazing and wonderous.

We have no intention of completely replacing the Guatemalan government. If the Guatemalan people wish to see Barrios go, they will either vote to join Mexico, or oust him in their next election.

We do not wish to accept your offer. It will put us in an uncomfortable position, due to our lack of good relations with the Russians. We feel we would be compromising our security, and we cannot do that. We thank you for your time.

This is not a choice this is an execution of the Guatemalan independence. If you felt their president was enough of a threat to remove him fine, but giving the people a choice between invaders and the current leader you invaded to remove is hardly a choice. They should have the choice to vote in a new leader who is not a threat and have you leave their nation.

We cannot in good conscience condone this action. As the lord as our guide we promise you you will regret not allowing an option of them removing you while still appeasing you. By not allowing this you have shown yourself to be no better than the imperialists you railed against just a year ago.

We would like to meditate peace talks between your three nations to avert a possible war, we do not want to see many men die over such things talking can fix.

The CSA is still not sure there is a war. The USA refuses to talk and officially declare their intentions. Confederate States of America are forced to assume the USA is warmongering and will fight them to the last man if need be.

We deeply and sincerely apologize for the actions of our navy and the previous adminstration. In a blantantly imperialist and jingoist fashion the Labor party (a direct descendant of the warmongering Republican party of Abraham Lincoln) President Garfield tried to seize the port of Norfolk in his last moments in Office to leave my Adminstration with the diplomatic hurricane to clean up. We will make reparations for our actions, you make keep our warships as a token of apology and pay 30 ECU a year for the next 3 years in order to express our deepest apology, but we do humbly request the return of our sailors captured. Once again we send our deepest apologies, and hope that we can one day reverse the damage done.

Palácio de São Cristóvão, Rio de Janeiro
The meeting hall was buzzing as everyone studied the maps which were laid out and discussed in small groups thoughts as to the situations facing the New Holy Roman Empire. The one thing all the advisors agreed on was that internally the Holy Roman Empire was doing fine. There were no signs of distress or unreast among the populace and the new projects underway signaled new opprotunities for the people.

Her Imperial Majesty Isabel sat discussing the issues with the Prime Minister Horácio Serrão and their primary concern was deciphering just what in the name the Holy Spirit was going on in North America.

"Dear Horácio I think we just have to come to the conclusion that the United States and Confederate States both have severe internal dissarray. I mean really...at war, allied, not at war..." Her Imperial Majesty gave a very unroyal like shrug of confusion.

"Well Majesty, at least they are on another continent and seem content to play around up there and not down here." the Prime Minister responded in a what can you do tone.

"True enough. What about Mexico? We are seriously displeased with their choices in this vote...because honestly if those are the only options it has me hoping the Guatemalan people will vote for the leader whom Mexico ousted. At least then their fate is in their own hands once more. Provided Mexico abides by the vote." Empress Isabel paused for a moment and then sighed before continuing. "But to be honest it really doesn't effect us much but I believe it will give the United States an excuse should they decide to invade Mexico. I doubt they will though."

"My opinion is roughly the same but I just cannot trust the validity of the vote. As you say though short of opening hostilities." Now it was the Prime Minister's turn to shrug. "But truly I am begining to feel that as long as North America stays in North America we shouldn't care much."

"Sadly it seems the nations all around us a overly concerned with going to war which makes me glad we are in South America." Her Majesty then rose and the room went respectfully silent as she made her way from the room flanked by the Imperial Guard.

Once out of the metting hall Empress Isabel turned to one of her staff and made a simple quiet request for Sir Florencio Xavier Bastos, her Minister of Trade, and for Duke Enéas Vasco de Braganza, the Minister of Finance, to join her for lunch to discuss what was really important: the continued improvement of the Holy Roman Empire.

Brief History of the Imperial Guard
The Holy Roman Imperial Guard was initially just a few hand picked units from the best of the best in the Imperial Army assigned to guard the members of the Imperial Family, locations of importance to the Nation, and any dignataries sent to foreign lands. Over time this became more and more of a reward for favors than for skill.

In 1834 Sir Enéas Vasco Milazar was appointed head of the Imperial Guard and he decided it was time to improve. He quickly removed any member of the guard who was there because of who they knew and not what they could do. He then went to the large nations of Europe most notably Great Britain, Austria, and Germany to experience how the powerful nations of the world ran their military, especially their guard units. He returned with all of that knowledge and a few notable advisors to assist in rebuilding the Imperial Guard from the ground up.

Sir Enéas also decided that it was time for the Imperial Guard to do more than simply be trained to be the best, they needed experience to continue being the best, so he and his advisors not only trained the Imperial Guard to be the best defenders of their leaders they could be, but also to be the elite of the army in small unit tactics. This training would lay the foundations for what a later era would call "special forces."
