The Brotherhood has decided that perhaps it was.. too rash.

We should not have condemned a people so close to us without adequate time to justify our decisions.

Truly, with these revelations as to the Mexicans' real colours, we cannot be so certain we were anything close to correct with our previous opinions towards your administration.

As we said before, "let the first to fire a shot on Latin American soil be damned". We must confess, we honestly believed the aggression would originate from the New Holy Roman Empire, but it appears we were terribly wrong.

We hope your majesty will forgive our hastiness and misguided contempt.

Nonetheless, we stand by our covenant. Shots have been fired, and so the puppeteers controlling the innocent Mexican people must be brought to justice. Through any means necessary.

We shall attempt to hold back the tide of Mexican hegemony through Central and Southern America.

If her Imperial Majesty can find it in her heart to excuse us, we shall be honoured to count the armies of the New Holy Roman Empire as our brothers-in-arms.

While we are glad you have seen that we truly do not wish for expansion at the expense of our neighbors, we are willing to let Mexico have this vote provided they offer a way for Guatemala to select neither as an option by allowing the people to vote in a new government.

We are willing to defend any South American nation who is unjustly attacked. If Mexico attacks you we will stand by you. We do not wish to fire the first shot though and if we succeed as our Imperial Army has a tendency to do we will not seek any land concessions from any party involved.

We thank her Imperial Majesty. We are deeply indebted to her decision to let the past lie.

As such, we shall honour your decision to allow the Mexican plebiscite to pass. Our armed forces shall stand down.

We appreciate the offer to protect the Colombian people in the event of a war. However, we must humbly alert Madame Braganza to the fact that there are many small, far more vulnerable Central American nations in between ourselves and Mexico.

If we give them enough time to take them, they may grow far to powerful for either of us to deal with. Therefore, we shall turn a blind eye to the Guatamalan "incident", although we must warn that any further advances by the Mexican armies will be met by an immediate declaration of war.

We understand it is difficult to trust us, but in addition to the generous reparations we will offer to demilitarize our territories 25 miles from the confederate border and we will cut our army by 10% for 5 years. We know you and the Confederacy may not trust the Union yet and with good reason, but we hope this can be a first step.

The Ottoman Army

The Ottoman Army currently is composed of 50 Core Divisions. Although the size is small compared to European Countries, the Emperor hopes that nurturing the economy instead of mobilizing and hiring more armies will lead the ottomans better.

The Divisions are currently organized into 5 Corps. These are the Thracian Corps, the Anatolian Corps, The Syrian Corps, the Mesopotamian Corps, and the Imperial Corps. These corps can operate separately or together, often it is planned that each corp stand against an invader while the Emperor mobilizes the others.

Thracian Corps defend the Empire in Europe, also known as the provinces of Thrace and tohers.
Anatonian Corps defend the eastern end near Greater Armenia against the Russians.
The Syrian Corps defend from any attack from the suez, as well as the Red Sea.
The Mesopotamian Corps doesn't fear any attacks from Persia, but usually aid the hard-pressed Anatolian corps.
The Imperial Corps is in Constantinople, and it is the perfect postion as a rapid responce corps to any others in aid.

And so organized the Ottoman Army in 1886.


"Yeni birlikler" or Yenbirlers, the New Troops of the Ottoman Army

Although the Emperor never doubted that his troops are as high as quality as that of the West, their arms and leadership are sometimes lacking. However, with German Tutorship and military academy training, the Yenbirlers are the best of the best of those enrolled in those schools. Thier Foot soldiers are the ones with most courage and tenaciousness, the cannons the newest. The officers are fresh from the Military Academies of Berlin, or the newer ones springing up in Baghdad or Tel Aviv. They employ the dreaded hand cannon-squads: as maneuverable as the Light Skirmishers of Napoleonic France, and packs as much punch as a file of Grenadiers. This elite Division is the headlight of any Corps. Enlistment begins.

- If a nation which borders more than one nation of this pact make War with any member of this Pact, all nations which border the aggressor shall declare war.

- If a nation makes war without any natural borders to the others in this pact, all others shall send 10% or 5 divisions as an expeditionary force in aid to the country under attack.

-If one of our nations wishes to attack, we will discuss before attacking, and those who voted in favor in attack shall declare war if bordered, or send the expeditionary force.

-Our nations shall fight together: no separate peace. Dar-al-Islam shall make peace and treaties together.

-The nations of the Pact shall share knowledge of science, economy and war with each other. And they will open borders and build connections to each other.

- The Ottoman Empire shall send 3, each of the others 1, Division, to protect Mecca. The Holiest of Cities.​

This alliance greatly concerns Britain for obvious reasons. We will be watching this Dar-al-Islam.
