I use GIMP, I can't find the Magic Wand (it must not exist), and I can't save files as .dds because the plugin is in the plugins file, but doesn't work.

coz there is no such thing as Magic wand on Gimp..
but you could try to use either of this two.

I'm aware of that, I assumed that he used PS or Paint.net since both of those programs have the Magic Wand tool, allowing him to remove the background.

Paint.NET has the Magic Wand tool, and practically everything else for that matter... *V-signs in the direction of Adobe HQ*

I'll bet he couldn't find the Magic Wand because in GIMP it's called the Fuzzy Select tool
