Kongo attacking missionaries

Kongo benefits from having followers from other religions, so he should not be attacking missionaries in his territory with his religious units.

A few turns before this he gave me his "why are you reluctant to spread your religion to me" spiel.

I am thinking that the code for Kongo religious units is the same as it is for all NPC Civs when it should not be.
