Alright, this is the de facto map - basically, it represents all of the areas you effectively control.

Your job, now, is to create a de jure map - the "legal" borders, regardless of whether another nation technically controls a province or not. You may split provinces. Military statistics will be PMd to each of you separately.

Basically, Scramble for Africa claims-time.

Here is the division of Africa as proposed by the Scandinavian Empire.

The light blue would constitute the de jure claims of the Scandinavian Empire, covering a large swathe of north and east Africa. The light blue territory in the Congo/Gabon/etc are territories that Scandinavia is interesting in holding and perceives as important for national interests.

In West Africa, the Hapsburgs would have control over all lands there, as indicated in yellow.

In Red are British claims, covering South Africa.

There is a multitude of multi-colored nations situated between the territories of the three primary colonial powers. Each individual color represents one nation that will act as a neutral buffer zone between colonies. These buffer zones will have independent governments, but as there is a lack of infrastructure and national coherence in the regions, Scandinavian troops and advisors will maintain order in these zones and kick start their industry and infrastructure

The green is the Native Nation of the Congo, which is to be a neutral nation.

EDIT: Added France and changed the map around.

-Got rid of the ugly border minors

-Split Zambia into three parts

-Gave newly-formed France part of English territory and Congolese territory

-The light blue in Gabon/Congo/etc will instead become the Free State of the Congo, which will be administered by Scandinavian officials and pay annual tithes and give considerate commercial rights to the Scandinavian Empire but otherwise be an 'independent' nation.

-The Native State of the Congo, in green, will act as a hinterlands of sort to dump criminals, misfits, and seperate respective nation's colonies.

-Madagascar will become the Free State of Madagascar, administered by French officials.

-Half of the St. Petersburg province and the Polish province will be incorporated into the Scandinavian Empire.

-The Netherlands will be split into the Netherlands and Belgium, with the French ruling over Belgium and Scandinavia over the Netherlands proper.

No incursions on the Nation of Congo

Scandinavia keeps their previous claims

France gains keeps the southern portion or the low countries

Portugal joins the Hapsburg dynasty

The land once owned by the Austrian Empire is returned to the Hapsburg dynasty

The city of Gilbralter is given to Scandinavia to better administer trade and military actions in the Mediteranian between the two powers

The Kingdom of Kongo proposes a Line of Colonization to prevent major exploitation of the nations of Africa. Kongo will administrate the lands bordering this line as to prevent foreign nations from trespassing. In addition to this, Kongo demands nations of Europe to recognize the nations in Africa as independent, and agree not to meddle in their affairs.

At the very least to make your proposal even worth considering, all Eastern European claims must be rescinded bar perhaps Slovenia and Hungary, Algeria, Chad, and Morocco must be ceded to the Scandinavian Empire, and Mozambique must go to the French.

This ignores the wishes of the congo who wishes to be a power in africa in its own right, however their claims are also too large and leaves too little room for European colonization and leaves most of the land to Scandinvia if claims are overlayed their proposal

Finaly The Austrian Empire had control over the territory listed other than Bavaria, yes the initial claims were too large but my new proposal is more moderate.

The imperial majesty of the Scandinavian Empire doesn't much care what the opinion of the squabbling Hapsburg dynasty is of him, and as such, no Scandinavian Emperor would defile his tongue with a language so inferior to Danish such as Spanish. We only negotiate with your people - who appear to be fraternizing with the natives a little too much - out of necessity and not wanting an excess of Scandinavian blood spilled fighting a tin pot dictator in Hispania.
