What labor civic do we want to use?

Serfdom (current civic)
Caste System
Emancipation

Serfdom gives 50% improvement in worker speed. It is low cost.
Caste system gives unlimited artist, scientist, and merchant specialists. it is medium cost and increases expenses 14gpt.
Emancipation gives 100% faster growth for cottages, hamlets, & villages, and gives other civs unhappieness until they adopt it. It is low upkeep, no cost change.

Poll open for 2 days, but result will be used about 3 hours earlier for the game session.
 
With steam power Workers build improvements +50% faster, what is the consequence, now we have 100% faster and with a change only 50%. Another argument: how many cottages etc do we have. Alone in Xanadu 3, and we 've the new land with some cottages.
But with only change in legal and religious civics we have only 2 turns anarchy. so i vote for no change.
 
Emancipation, as we have "cottages" that are not towns and still new ones

to build.
