Last Settler Build

I am interested to know when is the latest people build a settler?

I'm pretty new to this and in my current game in which I'm failing to kill off all the competition, I'm in to the late 900 AD and have loads of land around me, so am thinking I should keep expanding.

Generally, when is it the last settler is built?
 
I may build a settler aven near the end of a game. No end time. Often I'll capture an enemy city (no pillaging) raze it and replace it next turn with my settler. Less chance of it flipping back and immediate access to resouces in the ajacent squares. Even when I have no place for another settler I'll keep one or two built and on standby. For instance if two other civs are at war and a gap opens I may take advantage of it by running a settler over to fill in the hole.
 
I will build settlers late in in the if I am trying for a conquest victory and need some more population/area without going to war. Build them in area where I can use resources without removing them from other cities, or on borders with other AI's (usually vassals). Universal suffereage can quickly build libraries/theaters/graneries to them going fast. Free Speech is great for the border cities, quick buy a theater/granery and get some good food hooked up. I also hike up the culture meter a bit to help.
 
I agree, settlers are good as long as there is good land to settle.
Also, in BTS, I find that I often have to build many settlers late in the game, to hook up important resources for my corporations (e.g. founded a city on some island to get the coal for Aluminum Co).
