What's the legality of haveing a website with a bunch of games serial numbers uploaded?

Probably totally depends on the EULA, though it sounds like something very arcane that a lawyer specializing in software would need to be consulted.

EDIT: But thinking some more, it's probably tantamount to stealing licenses. Sounds criminal to me.

I am guessing you are in the US- the website could easily be brought don't with a DMCA request.
