I think most people usually consider recommendation letters to be written by someone who is at least on good terms, but most likely in somewhat of an aquaintence or friendship, with the person they are writing about.
No one is going to write a letter for someone they don't like.
You don't have to say that. If you want (if you write), you can say that over the course of time, you have gotten to know this person and have found qualities in him that show that he has the potential to do the things he sets his mind on.
