But back to Akkad, I'm not sure of a design but they should definitely be militaristic and specialized in early game war, similar to the Huns.It's a pretty generic idea but maybe Great Generals could grant nearby units a city combat bonus in addition to the regular 15%. That way they could take down cities even faster, especially if you gave the Battlewagon "transfers movement to stacked GGs" which I recommend.

I liked the "Get Great General Points from building Improvements." I think that'll represent how they were the first empire since the whole UA would now show the military aspect and the developing a civilization aspect. As the state formed, an army formed and that's all a result of agriculture and building and developing settlements.
 
But repairing improvements will be more synergetic.
(You ruin improvements to heal you units, conquer the city and then repair them to get more GGs)
 
Current UA: Great Generals provide +15% combat bonus against cities to nearby units. Building or repairing tiles gives points towards Great Generals.

Great idea Uighur Caesar. The Wagon could gain extra xp and cost no movement when it pillages. The Lapattu can give an extra movement to start off to nearby units.
