I wouldn't be surprised TBH. Look at what CD Projekt Red did with Cyperpunk 2077 with their % progress bar filling up bit by bit. Firaxis might want to outdo them.

But a progress bar is something different - it's a clear indicator that there's something to wait for.
These clouds don't hint at anything.

I doubt they want to evoke annoyance among their fanbase.
This seems more to assemble the fans and to make sure someone watches the interesting part...
 
I'm watching a movie on the side, with a separate browser window for CivFan, and another for the streams (both muted). Makes the time pass really quickly : )

The delay when the sound loop starts again always gets me. Has anyone seen my life ?

Place your bets on what destroys the cityscape. Volcanic eruption? Meteor strike? Hurricane? Other?

Volcano. Even if "Vesuvius" was just the project's working name, they'd pay homage to it here. This tranquil cityscape feels like the calm before a storm... boom goes the dynamite.
