having seen humans' propensity for building in flood zones because its close to a river or beach firsthand, I'm not that surprised.
It might be, but how would you know exactly what's in the agreement they signed?
I live about five miles from the sea, so I definitely know that feeling.
(The irony is that I hate the beach and haven't been there since the last time my parents dragged me there in high school.)
