We kept Carthage because it had a wonder in it and because Carthage was nearly destroyed, so the chances of a flip were small. I don't like destroying cities with wonders, because it only shows one wonder and I may raze a wonder I want to keep. Since a city cannot flip on the first turn you capture it I like loading units into it for that first turn to quell resistance. That knight army was completely safe from flips provided it moved next turn. [Edit: I believe Nad was the one that told me about the 0 chance to flip on the first turn]
