A History of Modern Europe, Fifth Edition: An Overview from the Enlightened Emperors to the Catholic Republic

Introduction
Last chapter you learned about how the Angevins, Dutch Republic, and the United Kingdoms of Iberia fought colonial wars all across the world as they struggled for supremacy. You also learned how the Germanic and Nordic states were essentially traded between one power and another in a game of musical chairs for the world superpowers, and how their discontent with their inenviable situation grew until it blossomed into powerful movements to regain international respect and national self-determination. But what were the Holy Romans doing while the western Europeans busied themselves with industrialization, diplomatic intrigue, and colonizing the world?
Where for centuries the focus of the Holy Romans were outward, as we enter the 1700s we enter into an age of Enlightened Despots, whose focuses turned inward. You have learned several examples in the West, but it is here in Holy Rome where they made their home. Stanislaw II, Augustus III, Casimir V, Christina I. All monarchs who tried to lead the transition from a medieval society to a modern one using the newest trendy rationalist and enlightenment methods. As Holy Rome slowly begun to fall behind the revving economic engines of the West, Stephan II, the last of the enlightened emperors, wrote the first Constitution of the Holy Roman Empire with his Sejm. With this document, he hoped to codify the various reforms of his predecessors and wash away outdated medieval traditions in preparation for a new century of growth and prosperity in the 19th century. In hindsight, it was still incredibly clouded by the biases and assumptions of his court. This First Constitution lasted for thirty-odd tumultuous years.
Unlike in Western Europe, in Holy Rome the Guilds maintained their ancient rights and privileges by seizing the reigns of the industrial revolution and crushing local competition. So it was the Guilds, not the Joint Stock Companies, that reaped the wealth of mass production. However, the privileges of the nobility yet enshrined in the First Constitution still held back the social advancement of the guilders. The nobility feared the increasing power of the Imperial cities, and refused to give up their hold on the key seats in the Senat. Things came to ahead during the Great Revolts, when an alliance of guilds and disgruntled veterans proclaimed a Slavic Republic and produced the Warsaw Constitution. When the Emperor refused their invitation to lead as their head of state, infighting and radicalization led to much of the Guild leadership and their funding to return to back the Emperor on one condition: a revision of the first constitution which would allow greater representation of the Imperial Cities and Churchlands in the Senat, and thus forcing a change in social status of the nobility as being above the guilders. With the Emperor’s support, (and supposedly, a nod from the Pontiff of Rome), the Catholic Republic was proclaimed and crushed the Slavic Republic.
The new government was held together by a coalition of priests, guilders, and liberal nobles known as the Constitutionalists, who dominated Holy Roman politics for the next half century after the disasters in Scandinavia and Germany. With the coming of the 20th century, the long foretold dissolution of the Constitutionalists came to be, and the new Emperor Casimir VI begun his reign with a shattered government and no coalition in sight. The fateful alliance of the New Horizon with the Christian Commune mostly attempted to continue the trajectory of the Constitutionalists, but with greater fears concerning international socialism, the New Horizon’s attempt to court the noblemen of the Imperial Cross led to a new age of international adventurism for the “Catholic Republic of the Sacred Slavic Empire and Domains”.
(Notes: With this world I don’t really feel that there was ever a “Napoleon” moment. A lot of rusty old relics from the late medieval/early enlightenment yet remains, and the Guilds are one of them. Another relic is still the belief in the legitimacy of the Monarch as the head of state. It seems in many countries, the Monarch and the “Democracy” work hand in hand in the functions of government

Diseases hibernate in the corrupted bodies of Man. The ancient dangers of natural predators have been replaced by modern ones. We must identify the hazards of these modern “necessities” and excise them from our holy body.

REBIRTH OF CHRISTIAN CHARITY
Our holy society has long neglected the her role in protecting those who need it most. Hunger and disease kills as easily as heresy and war, and death in the heart of our great cities begets more death, whereas life shall beget more life. The Sacred Slavic Empire must take on the reigns and responsibilities as a Collectivist Religious State, and should collect Tithes (10% tax) from all production and exchange of wealth. And this wealth shall be spent on the provision of the body and soul, with monetary support for the physical poor, and constructions of great Cathedrals for the spiritually poor.

REFORMATION/COLLECTIVIZATION OF GUILDS
The fraternity that once was the Guild was destroyed by the sins of greed and the abuse of power. Now the Guild is but an institution of oppression for the many and wealth for the few. We shall bring back the proper balance to the Guild, so that all may share in the labor and share in the fruits. We shall see that the Guilds are once more a brotherhood, that ALL workers are given “Shares” for the fruits of their labor, and ALL workers are given a “Say” in the management of their collective enterprises.
(The most extreme of their directly stated goals is the beginning [or for them, a renewal] of a collectivist urban society, as well as collectivization of any industrialized agriculture. No “redistribution” of property AKA worker/state seizures… yet.)

WAR OF THE KHAZAR CRUSADE. Eurasia
Analysts and arm chair generals who predicted that the Slavic foray into the Khazar steppe was merely the first move in a longer and bloodier game have been proven right as war has finally erupted between the Empire, the Slavonic Theocracy and the Khwarezmids, who took very seriously the European project to finally and irreversibly disassemble their sphere of influence. Yet the Khwarezmids would have been content to merely prepare for war had the Empire not made the first move, softening a territorial division of the Khazars that stifled Slavonic ambitions by offering to help carve up the infidel enemy once and for all.
What is being called the War of the Khazar Crusade, or the Holy Conflagration of Our Time if you're a Slavonic bishop, began with a flood of Imperial and Slavonic troops across the new Slavonic-Khwarezmid border in what had previously been Xacitarxan and its outliers. Perhaps the Khwarezmids could have been better prepared for a war so many had felt coming in their bones, as Imperial and Slavonic troops fresh from the defeat of the Khazars fell on largely defenseless rail depots and steppe outposts with resistance to be found, well, nowhere. Yet quickly the enemy discovered that Khwarezmid emperor's plan was to deny a satisfactory confrontation entirely.
As Western forces advanced they found reconnaissance and vanguard cavalry harassed both by the expert horsemen of Khwarezmid emperor's legions but also by determined irregulars and vigilantes of the "wild steppe," blunting the sharp edge of the Western advance in what quickly became a war of attrition. As the Western war machine ground ever onward, Khwarezmid infantry began assembling trench lines and artillery redoubts. Perhaps more concerning than the loss of mobility on the front was Khwarezmid emperor's decision to use conscript militias as bullet sponges for the advancing Western line. Fanatics, tribesmen and thousands of unfortunate boys from villages no one has ever heard of threw themselves dutifully at Imperial and Slavonic machine guns, accented by the fire of Khwarezmid cannons that rained hell day and night on the steppes, turning the plains into a lunar landscape of craters, holes and bloody ditches.
Strategically, the war has been a draw thus far, as Western forces have pushed far into Khwarezmid territory but have discovered that their gains are more or less meaningless in the context of a war of attrition that clearly must continue indefinitely if a decisive blow is not struck to either side's war effort. But on the home front, war is apparently good for just about everything as the Slavonic Theocracy finds it easier than ever to stifle clerical dissent in the context of the ongoing wartime necessity, and a nervous detente is forged between the Empire's factious political sects. Even Khwarezmid emperor finds that his court functions much more efficiently when all ministers are focused on the defense of the empire.
Efforts to counter-attack through Turkey have proven difficult as Khwarezmid troops march into Slavic artillery fire through the Caucasus, where gains have been exceedingly minimal and losses significant.

WAR FOR SUPREMACY IN CATHAY. Cathay
Would-be allies the Empire of Guangzhou and Japan had a falling out over the territorial division of the conquered Mongol domains, a falling out that quickly spiraled out of control and meant, ultimately that total war would be unleashed throughout Cathay. The Japanese, whose intervention had secured a quick and relatively bloodless end to what had promised to be a long and terrible war between Guangzhou emperor and Tatarkhan, felt that Guangzhou emperor ought to reimburse Japan for its support with either land or a one-time payment in exchange for a territorial settlement that favored Guangzhou. Guangzhou emperor's court felt this was nothing less than an insult both to Guangzhou emperor and to the fighting ability of his armies, who had bled so mightily to push back the foreign hordes once and for all. After this, whatever the consequences, there could only be more blood.
Of course, like always, all the dying is motivated by Guangzhou emperor's determination to prove the Mandate of Heaven and reunite Cathay under his leadership. Perhaps indeed it is better for everyone that this be settled now, and the Japanese be uprooted from Manchuria, than for millions in Cathay to chafe under the foreign yoke for another generation. Guangzhou emperor and his court envisioned a long and terrible war, and they got one, whereas the Japanese thought that the whole thing might be wrapped up in time for dinner and were sorely disappointed. Knowing that his troops could never compete with the training and numbers afforded by the Japanese, Guangzhou emperor ordered the destruction of bridges and rails, the flooding of roads and the burning of villages along the front lines, slowing the Japanese advance with mines and bombs and hordes of fanatic peasants wailing, shrieking and chucking spears from tenements at Japanese columns advancing into the cities from the countryside.
Undeterred, the Japanese responded by simply ordering more troops south, confident that the ongoing naval bombardment of Guangzhou emperor's cities would bring him to heel. Guangzhou emperor's navy, such as it was, was quickly sunk by the Japanese who achieved control of the seas as soon as hostilities began. As Guangzhou emperor's irregulars in the north began to retreat, a massive troop flotilla and accompanying armada reached Guangzhou's shores. Guangzhou emperor's outdated coastal artillery batteries did their best to harass the armada as it disembarked, but under intense bombardment and heavily outnumbered, soon they too folded. Seeing the writing on the wall, Guangzhou emperor fled, deserting his palace and leaving it to the Japanese.
What remained was not so much a war as it was a police action by the Japanese against Guangzhou aristocrats and businessmen, and their hired guns. Yet this has proved to be a very bloody police action that cannot be satisfactorily resolved until Guangzhou emperor himself is in Japanese custody, and considering the smart money is that he has fled west to lead a guerrilla resistance with the help of the Tibetan lamas, this could prove difficult indeed.

DECLARATION OF INDEPENDENCE OF THE UNITED SHAREHOLDERS REPUBLIK OF EASTASIA. Jakarta, the United Shareholders Republik of Eastasia
"And so we now proclaim that in order to protect the interests of these United Shareholders, and defend the White Race against usurpation in Eastasia, we divest our interests ..." it goes on. They insist it is not the beginning of a Batavian civil war but the creation of an independent state by the "United Shareholders," an action taken now but planned long ago to protect the freedom of international markets. But many believe instead we witness an emergency "exit plan" written into the Federal Republic's constitution, enabling the colonial and industrial magnates to protect their assets from the ill behavior of the general public. After humiliation at sea by the Empire of Japan, the elected government of the Federal Republic chose to forgive the Japanese and charter the Dutch navy in the region as a mercenary force on behalf of the Japanese, ordered to assist them in their new war against the Guangzhou emperor. Instead of following these orders, a faction of military figures, public officials and rank and file public employees with significant ties to Some People in the Board then decided to declare sovereignty in the Federal Republic's Eastasian territories, conveniently jumping ship from the entire Dutch nation as things get interesting in the Atlantic.
The United Shareholders have chosen Jakarta as their capital, as the largest and most significant of ports in the Batavian East Indies. The relationship between Jakarta and Bangkok and other economic centers in the region is presently highly informal, in the sense that the powers behind the throne in both the East Indies and Indochina are more or less the same personalities. The Shareholders have had little trouble in affecting the creation of a defensive army and navy, as colonial troops with stock in the East Indies Company elected in large numbers to defect and declare their loyalty to the new Shareholders Republik. On the ground, the Shareholders are undertaking a campaign to transform the economy of their new homeland from near-pure resource extraction to an independent system, making peaceful overtures to Daksindwipa Rajya all the while.
What this has meant is even more punitive measures against the native population, as entire communities are conscripted and relocated to work camps to construct factories, lay track or build dams. Nominally the new Republik is a parliamentary system, but in practice and at present the new state is run by a collusion of rogue Batavian industrial and and agricultural corporations, whose principle stakeholders have mobilized factions of Dutch landholders in the East Indies and Indochina. Important men from these groups have begun making friendly overtures to the White Republik of Ubuntuland, another such former Batavian colony forging its own way as a colonialist - "racialist" - power.

BLOODY BLOODY IBERIA. Madrid, the Iberian Republic
The Navarre Commune has been crushed. Pamplona stands liberated. The streets of Madrid run red with blood. Now and forevermore the great nation of Iberia is freed from the scourge of socialism, thanks to the heroism of Generalissimo Ibanez and his militarist clique, who wrested sovereignty from the King of Iberia in a palace coup at Madrid that resulted in the slaughter of an agitating mob.
After the monarchy began making plans to negotiate a conciliation with the Navarrese communists, republicans in the officer corps took decisive action to relieve the royal family of its duties to the body public and defend the interests of Iberia's monied elites. The mobilization of rogue units in the countryside led to a triumphal march on the palace in Madrid, where mobs of religious fanatics in the service of Iberia's famed radical bishops fought street wars against socialist cells in collusion with the Commune in Pamplona. After the palace was seized by Ibanez and his cohorts, an angry crowd of socialists and other Iberian leftists gathered at the Royal Parliament for a declaration of grievances against the new Republic. Just as the socialists began to read their list, Ibanez's officers ordered Guardia Civil units garrisoning the Parliament to fire on the crowd. The resulting massacre has been called a "necessary evil" to restore the peace by Ibanez's government. But this was hardly the bloodiest episode of the coup.
Shortly after, a massive detachment of the new Army of the Republic descended on Navarre, smashing their way through the Commune's defenses in the mountain passes with the help of modern aircraft and remorseless use of superior numbers. Refusing to take prisoners, Ibanez's "Revenge Army" meted out death sentences for treason to all who fought for or aided the Commune. Around Pamplona and its environs, a massive siege machine was assembled in the construction of a network of artillery redoubts around the city that pounded it day and night until ultimately the Commune's leaders elected to ensure dignified deaths by group suicide. The city summarily fell, where as a consolation prize to capturing the "king rats" alive, Ibanez ordered their corpses hung in the town square.
The King of United Iberia, of Castile, Portugal, Aragon and Navarre has been exiled to the Angevin Empire, where he pleads aid to regain his crown. His successors in Madrid are beginning to find it necessary to ask awkward questions about how the Commune in Navarre came into a significant amount of Aztec arms and munitions.

POLITICAL UNREST IN THE EMPIRE. Krakow, Sacred Slavic Empire
The electoral success of the quasi-socialist Christian Commune has come at the price of a furious media campaign against the Commune, its leaders and its supposed allies in "INTERNATIONAL SOCIALISM" who plot the murder of the Emperor and the overthrow of godly society. Cooperation between the Commune and the (relatively) liberal New Horizon has secured joint control of the Slavic Empire's legislature in an awkward coalition government, threatening to rip at the seams as the ideological excesses of the Commune are brought to light by a militantly reactionary press operating half-heartedly in Krakow and with gusto in the outskirts of Warsaw and other Constitutionalist centers.
In response to a particularly galling editorial written about the Commune and its supporters in a paper popular a little bit outside of Warsaw, local Commune supporters called Communists in the fashion of the (now late) Navarre communistas held a demonstration "against the propaganda press machine" that has been an enviable display of the Commune's discipline but only further inflamed fearful Constitutionalists, who talk loudly about the rising epidemic of mob rule.
The demonstration which looked just a little bit too much like a strike for comfort has frayed the relationship between the Christian Commune and the New Horizon, whose industrialist and militarist luminaries are beginning to take seriously the accusations of the Commune's complicity in international socialist schemes against the world's private trusts. Many fear that the Commune will someday turn on "legitimate" civil society as part of the agenda of Christian social revolution its more extreme members endorse.
Angevin troops enter Baghdad
BAGHDAD SULTANATE SQUISHED. Baghdad, Angevin District of Mesopotamia
The Sultanate of Baghdad, last great bastion of Arab sovereignty, has finally come to an awkward and messy end. Perhaps the Sultan shouldn't have gotten ambitious, but he did, and began harassing Angevin expansion in Nejd by funding and arming the nomad tribes there. Of course, the Angevins got wind of this, and took appropriate revenge as has been tradition in their foreign affairs.
With the help of Rhom-sahr, whose emperor jumped at the opportunity to reclaim the ancient holy city of Ctesiphon from the Arab hordes, the Angevins moved to divvy up the Sultanate as punishment for the Sultan's defiance. An impressive troop flotilla deposited large armies in Angevin Arabian possessions, moving first on Mecca and then on Baghdadi Transjordan and Mesopotamia, with still more legionaries of Rhom descending on the enemy from the north. Decisive battles between Baghdadi troops and the modern armies of the Angevins and of Rhom quickly turned stolid determination into routing and scheming. Tribal figures in the Transjordan accepted Angevin offers of collaboration and were granted their own fiefdom within the new Angevin District of Arabia. The city of Baghdad was delivered without siege to the Angevins by one of the Sultan's traitorous viziers, who saw opportunity for his own advancement as the Sultan's armies turned and ran before the enemy.
A partition, lines drawn on a map that has become the backbone of good will give-and-take for an alliance between the Angevins and Rhom, has been agreed upon cutting up what was once the Sultanate of Baghdad into the Angevin District of Arabia and reclaimed Ctesiphon, which is the site of parades and celebrations of the Emperor of Rhom and his legions.

CONSTRUCTION BEGINS ON TRANSALPINE RAILWAY. Bern, German Reichsrepublik
As part of a campaign of Mitteleuropean industrialization and cooperation, the German Reichsrepublik and the Republic of Venice and Genoa have agreed to begin joint work on a railway across the Alps offering a second route connecting the major industrial centers of central Europe to the Mediterranean. Though the project may take several more years, it promises to pay significant dividends as it streamlines economic interaction throughout the region and makes formal and tangible the new cooperative relationships between Germany and the other Mitteleuropean states.
Yet, as always, there are naysayers, particularly in Venice and Genoa where it is predicted that a direct rail line with the Reichsrepublik and its new Slavic allies will not only bring another "conquering army" of foreigners down upon Latium but also lead to the subversion of Latinate business and industries by foreign competition.

INTELLECTUAL PROPERTY REFORM IN RHOM-SAHR. Konstantinoupolis, Empire of Rhom-sahr
By the Emperor's decree, Rhom has enacted the most liberal and egalitarian intellectual property laws in all the world, or at least in the eastern hemisphere. To protect the heritage of innovation that Rhomic intellectuals claim is the continuing lifeblood of the empire, these new laws ensure that commoners have equal opportunity with noblemen and captains of industry to participate in the market of ideas and inventions. Predictably, this oddly high-minded legislation has been received poorly by the Rhomic landowning and monied classes, who have long considered themselves to be the backbone of the empire and resent the Emperor's new westernizing, democratizing ambitions. More disturbing still is the threat that these ambitions - borne, no doubt out of a desire to impress foreign heads of state - might overturn the just, godly society that balances already on a knife's edge in Rhom-sahr. A group of disgruntled noblemen have already petitioned the Emperor's court to repeal this decree, despite the fact that foreign industry and art is now flocking to Rhom-sahr, revitalizing Konstantinoupolis as a cosmopolitan center of culture and giving birth to a Rhomic film industry which is now the most industrious in the world.

INDIAN INDUSTRIALIZATION THREATENS BACKLASH. Delhi, the Angevin Empire of England and France
As the Batavians had been doing before the awkward independence of Eastasia, the Angevin Empire is now beginning to turn its extractive colonial operations in India into a second manufacturing base as many assert that it is time for the Empire of England and France to become economically - strategically - self-sufficient. And the project seems to be going well, except that the relocation of thousands of Indians for the construction and manning of factories has begun to further upset the delicate social order of the Angevin project in India. Indeed, in some places, native factory workers appear to have gotten their hands on pamphlets from the Mother Country and have begun walk-outs and similar mass action that looks a lot like socialist strike activity. Many in the colonial office have warned that something must be done to make an example of these would-be labor activists before they become the face of a campaign of Indian socialism.

OPERATION DE RUYTER. Panamanian Isthmus, Republic of Aztlan
Shortly after Eastasia declared its independence from the Federal Republic, a major military operation was undertaken by the Batavians on behalf of all the civilized world. Determined to demonstrate Batavian naval superiority and international seriousness, radicals within the Board of Directors ordered "Operation De Ruyter," a blockade and amphibious invasion of the Panamanian Isthmus to help bring about an end to the menace of international socialism in the western hemisphere. A truncated armada and accompanying troop flotilla that had meant to be launched from the East Indies then departed from Amsterdam steaming across international waters in the Atlantic towards the Isthmus, and victory against socialism.
Surprisingly, with the entirety of the Aztec navy in the Pacific helping keep pressure on what remains of the Empire of the Andes and the Aztec army manning the new fortifications along the border with the Nueces, Operation De Ruyter came off flawlessly. More or less unmanned coastal forts along the Aztec canal at the Isthmus summarily surrendered to the Batavian armada and landing force. Well-supplied, despite the significant distance from the home country, the Army of the Panamanian Isthmus set up shop turning the canal into an occupation zone and reopening it to traffic from the United Empire and other capitalist powers.
The Dutch entrance to the conflict is made more perplexing by the signing of the recent ceasefire between the belligerents in the Andean insurrection, and the ability of the Federal Republic to supply its invasion force within the heart of socialist territory in the Americas is very doubtful. Something interesting will surely come of this.

INVASION OF ETERNAL NUNAVUT. American Occupation Zone, Eternal Nunavut
The internment of whites by the government of Eternal Nunavut, a loose confederation of tribes espousing "native Inuit socialism," has ended poorly. Whites who managed to escape the labor camps, where many starved and froze to death during last year's harsh winter, flooded across the border east into the United Empire where they were received by outraged Americans who, much like their Ubuntulander allies, fear for the security of the White Race. A media frenzy was soon produced, with papers throughout the Empire denouncing the horrible crimes committed against Eternal Nunavut's whites by the Inuit population, and a committee was appointed by the Imperial House de Quebec to determine the extent of illegal action against American nationals undertaken by the tribes. The extent was severe.
Ultimately, the men in charge of Nunavut were not just small-minded racialists seeking to enact petty revenge against the world's colonial powers but something far more dangerous, a destabilizing influence in the region. The Imperial Parliament came to the conclusion that there was nothing to do but act quickly, decisively and with overwhelming force. As soon as the word was given, a massive American army of some twenty-five divisions crossed the border from the south into Eternal Nunavut, seizing control of the country's sparse rail networks and entering its industrial and maritime heartland nearly unopposed. By the time Nunavut's defensive army could respond, American troops verged on Dzentiki Heeni, the Nunavut capital and "tribal gathering place." The outskirts of Dzentiki Heeni then became the site of one of the bloodiest confrontations yet seen between modern armies, where child conscripts fought alongside professional soldiers to hold the city.
This last ditch effort was a bloodbath thanks to America's superiority in the air and at sea. American artillery redoubts bathed Nunavut positions with shells, while naval bombardment of the city itself reduced Dzentiki Heeni's harbor and much of its residential quarters to ruins. More controversially, particularly bloody-minded types in the new American air force have begun dropping bombs of petrol jelly fuel that sticks to human skin and burns at slightest provocation. The charred corpses this leaves behind have been deemed unsuitable for domestic consumption, and reporters were denied access to the occupation zone in and around the city.
The United Empire now controls the majority of what was once Eternal Nunavut, with the remnants of its government fleeing west to depopulated regions where anarchy, and stray moose, now reign. Summary trial and execution of former Nunavut leaders as war criminals and would-be genocidaires has now begun, with some question of what to be done with what many consider newly-acquired territory in the air. More pressingly, what will the international fraternity of revolutionary states do now that one of their number has indeed been snuffed out by the reactionaries?

Volunteers of the Andean People's Liberation Army scramble to avoid bombs dropped by American aircraft
THE ANDEAN "CEASEFIRE." Lima, People's Republic of the Andes
According to the Treaty of Santiago signed by the United Empire of America and the Sacred People's Republic of Avalon, the Andean insurrection is over, and the Empire of the Andes has been cut in twain between the People's Republic of the Andes and the rump Empire which now controls Santiago and Patagonia. But perhaps the Avalonians have over-estimated their influence and cache with the Andean revolutionaries, who have turned around and created their own volunteer force called the "Andean People's Liberation Army," which is officially completely separate from the Army of the People's Republic.
More in the spirit of the new hostilities in Central America which portend a larger, bloodier war, the People's Liberation Army has duly continued hostilities against not so much the remnant forces of the Empire of the Andes but against the American occupation force and sometimes even Avalon. Guerrilla warfare between the People's Liberation Army and the American expeditionary force continues apace east of Santiago, where much of the countryside has become lawless and bombed out, thanks to the constant fighting and the continual interventions of American aircraft. Supposedly, the People's Liberation Army is able to maintain this campaign in the east thanks to the help of sympathetic factions within the Platine Audience, though one supposes a great deal of things in these heady times.
Another thing that was supposed was the Andean-Avalonian alliance, which has come under a great deal of strain thanks to the actions of the People's Liberation Army and other informal paramilitary groups that radical factions among the Andean revolutionaries associate with. Cleavages in the leadership have become more and more pronounced as public assassinations become common in Lima, where jackbooted enforcers of the new revolutionary order contend with each other in squares and in markets. Seemingly errant gunfire in these internecine confrontations has brought an end to a number of Avalonian state department apparatchiks, who Andean radicals dismiss as agents of White Imperialism.
As the ceasefire continues and the body count rises, the only thing that can be known for certain is that the "void" created by the failure of Andean imperial power can only be filled with bodies.

THE TEZCATLIPOCA LINE. The eastern border, People's Republic of Aztlan
In an evidently inevitable escalation of the "Nueces border crisis," the People's Republic of Aztlan has begun constructing a massive network of fortifications in the style of Turkkhan's defenses against the Kurds, but much, much better and much, much bigger. The Tezcatlipoca Line will, once completed, stretch the entire length of the border between Aztlan and the Frontier Republic of the Nueces, running like the Great Wall through all kinds of terrain from the very north of Aztlan to the shores of the Aztec Gulf. The Line, it is said, will hold back the reactionary menace forever and a day.
In the meantime, within their borders, the Aztecs are busy assembling what is rumored to be a war machine to rival the many intermingling systems of economic-cum-strategic witchery being constructed in Europe. The control of the Aztec economy, like a number of levers and buttons, by the people's government has ensured that all industry within the People's Republic acts like one great machine, clicking, turning and whirring all the time as more and more and more guns, cannons and bullets are produced in preparation for the inevitable war against someone.
Orators and philosophically-minded individuals throughout the People's Republic have taken to the newspapers and to the airwaves in a warmongering campaign that is whipping the Aztec people into a frenzy against the capitalists, the Europeans, the bean-counters and the baby-killers. In many townships, rallies are held on an almost daily basis, where effigies of the American emperor and other enemies of the revolution are burned before jubilant crowds ready to see "Global Liberation" in their lifetimes.
In the Nueces, where these reports are taken without any salt about Aztec revolutionary ideology, a war footing seems inevitable and plans for mass conscription are reportedly being made. Emergency powers have been granted to the presidency, temporarily pseudo-nationalizing the Republic's manufacturing industries in the event of an Aztec invasion, finding the construction of defenses to be very suspicious given the present climate.

IMPERIAL PARLIAMENT PASSES WESTERN LAND ACT. Quebec, United Empire of America
To better facilitate the effort to protect democracy in the western hemisphere, the Imperial Parliament has sanctioned the Western Land Act, opening up previously protected range-lands for settlement and exploitation by the Empire's powerful northeastern industrial corporations. A steady stream of commoners has slowly moved west from the Empire's major urban centers along the coast, bringing large numbers of foreigners to previously homogenous paysant-lands. With resulting economic growth has come the upset of the precarious social order of the Empire's Louisianan middle provinces, where the American Bishopric holds considerable sway. The House de Quebec's previously sterling relationship with the Bishopric has become strained as a result of the crime and immorality brought by these foreign hordes.
