The United Kingdom of Iberia harshly condemns the Navarre Commune, and likewise condemns any nation providing support to this illegal and unethical rebellion.
 
On troops: do they teleport? If you invade someone with colonies in India, will their continental armies come to their aid?

Lemme talk on this, briefly.

For players who have colonies, I'm gonna try to operate on some kind of rule of thumb that seems reasonable. If you don't tell me what the size of your colonial garrison is, or specify troop placements for your colonies, I think what I'm gonna say is that you have colonial troops who are irregulars in some aspect - whether they're Belgian Congo Public Force mercenaries or poorly trained native conscripts depends on who you are - who will try to stop an invading army or put down a rebellion, but can't be relied to fight as long or as well as your professional soldiers.

But I think the upshot of that is that if you have colonies you should probably tell me how your forces are distributed in them and the home country :p
 
We are. We do not object to you keeping your troops in place in Patagonia until you are satisfied that an orderly partition has occurred.

Okay, sure. Ceasefire at current borders, 5 ep reparations, a ban on reprisals in lost territories sounds like it can work.

How about people who hold two territorial properties that are in the same continent but separated by a sea? Let's say that France (just an example...) is being invaded by Spain, while England is invaded by, say, space Norwegians? How will be the forces split?
 
Or hell, what if a country was attacked on two sides on the same continent? Or three or even all four?
 
If a country with no soldiers invades a country that doesn't exist, does it still appear in the update?
 
Can armies cut off navies passing through straits?
 
What is the minimum size requirement for an inland body of water to be able to have a navy?
 
But can they sink Basil-class supercarriers?
 
The true question is: can a supercarrier fly?

We hereby propose the following Treaty of Máel Dúin, in the interests of securing peace over all of Avalon for ourselves and our children.

Article 1. All parties involved will recognize the independence of the regions currently controlled by the Andean Popular Front, and delineated in the following maps, to be henceforth referred to as the Workers' Republic of Lima until such time as local plebiscites reflecting the popular will can be held to determine that region's final form of government.

Article 2. Over the course of the following 2 years, the SPRA and the WRL will collectively transfer resources equivalent to [4 EP] to the government of the Empire of the Andes, as compensation for lost and damaged property. The Empire of the Andes will in return recognize the loss of its northern territories.

Article 3. For a duration of 1 year following this treaty, Avalonian peacekeeping forces will secure the borders of the Workers' Republic of Lima. Simultaneously, American peacekeeping forces will secure the borders of the redefined territory of the Empire of the Andes. American and Andean forces will withdraw from Peru.

Article 4. The peacekeeping forces of both sides will endeavor to prevent further hostilities between the Empire of the Andes and the Workers' Republic of Lima. In the event that further fighting or damages occur, the peacekeeping forces and their respective governments will cooperate on ending the fighting and determining appropriate redress at that time.

If you're expecting us to give up the Peruvian coast, then we'd prefer the Andeans have control of the Atacama Desert.
 
The Popular Front has requested us not to negotiate any withdrawals from large regions they control. Getting them to agree is the more challenging aspect of this treaty, and they want to maintain a presence in northern Chile. But we might be willing to move the border north 50 miles or so.
