Losing game but still getting credit for win

I *lost* a Skirmish-Duel-Apollo-Standard as Elodie but still get Domination victory screen (and got the Steam achievements for the win).

Saved game attached. Play it for two turns; your opponent will capture your capital and ... voila, you have won a Domination victory!

Must have been a glitch. Was curious so tried it with your save but I got the normal "you Lost" screen.
