I'm pretty sure that city revolt only affects the city for that 1 turn. It goes right back to exactly the way it was before the 1 turn of revolt. Useful for 1 turn culture defense reduction for invasion. Someone check this for me, but I'm pretty sure "Support City Revolt" has nothing to do with culture flip.
Thats an interesting scenario. I guess if I am losing the culture war (and therefore many tiles) to my two strongest opponents, then its time to pick on the weak guy and beat him up. I have a defensive pact with the strongest and the other one is trading well with me.
I guess the it is the end of the 'no battles' type of games I seem to end up playing.
You could always just go for a culture win before oil becomes a deciding factor. As long as you have uranium, you can guard your borders from sea-based invasions
