Well at the moment we have the Mounted units separated as follows in their upgrade paths ...

- Elephants -> Tanks
- Horses (and Camels) -> Gunships
- Chariots/War Wagons -> Armored Cars

The reason for this is based upon how their unit worked in earlier eras. For instance the Bombard Elephant was very much like a Tank, likewise a War Wagon with it armored carriage is very similar to how an armored car works. The cavalry is mobile like the gunships and can move very quickly. Not nearly as armored as a Tank/Elephant or Armored Car/War Wagon.
 
I see where you're coming from, but there's still a few problems there (cavalry is too hopelessly obsolete by the time you get helicopters, etc.)
How about
Elephants -> Tanks
Wagons -> Tanks AND Armored cars
Cavalry -> Armored cars AND Helicopters

That would go well with what I'm doing with the Transhuman Era balance, unfortunately we are in the freeze, so these changes would need to wait until after we release V26.

I disagree with that statement (in bold). The Autogyro comes very early. Aviation and Armored Vehicles are in the same column on the tech tree. Thus someone could get Autogyros before they get Tanks.

On a side note if we are going to transition Horses into Tanks perhaps we should have this ...

Armored Cars comes at about the same time as Autogyros. I think it's nice to have more upgrade choices starting in the Modern Era.

Highwayman is supposed to be limited to the Highwayman's Hideout building. The Hideout is only supposed to require Horse and Sulphur resources in your civilization:

Then you're supposed to have Highwayman's Hideout and Horse Trainer to train Highwayman, and have access to Firearms, Horse, and Sulphur resources in the city that does the training. Only the Horse has to be in the city vicinity for the Horse Trainer requirement. I don't know what else could stop you from training the Highwayman unit.

There aren't any units that upgrade to Highwayman, so the Slave shouldn't be able to upgrade to that.

To build the Hideout, you need Matchlock and Stirrup techs, Horse and Sulphur resources, and be running either Despotism, Monarchy, Feudal, Nationalist, or Mercantile civics. The civic requirement might be your problem - it's supposed to have the same civic requirement as Pirate's Cove.

You forgot to chnage Zebra Calvary to your new upgrade system.

Also a few units seem to have their names changed. Please fix the following back to what they were before.

- RCMP should be Mountie
- Cannon should be Heavy Cannon

Done now on the SVN.

Can we add this units that were never used in history to something like medievalpunk tech and then make every punk tech as a one gemeoption i know that not everybody likes that kind of units.

I'd prefer to work on the Future eras as opposed to adding alt-timelines for now.

Eventually. However all those types of units would need to be made too. Which is not easy to do. ls612 is right Future or even the other alt-timelines already in the game need units before we start adding other alt-timelines.

Whew, that is a lot of stuff. That, along with the Promotions and the Adjacency System I'm planning should keep me busy for a good while. The graphics, at least for the three new Naval units, I intend to get from Planetfall, which has some nice naval unit designs. I'll post which specific ones I want when I figure that out.
