Update 3:
Year 1908
Americas:
The US president, Alton Parker, makes a late term sporadic shift in spending to the private enterprise sector. Hoping to boost the economy with cooperation with Mexico and Quebec. This action, which removed the vast quality of public spending in the previous years of his term, proved to backfire and as such the democratic party lost the elections in November and gave up office to Progressive presidential candidate Theodore Roosevelt. The situation is currently not very well in the last months of Parkers term and the public is not very happy.

Quebec continues the tax breaks on company owners. Bringing in many new factories and various other plants from Europe and the US.
(+1 Private Enterprise Quebec)
In Mexico, along with the elections, is the increase in technology in the industrial field. Mass production, improved combustion engines and improved electrical understanding all flood in from the US research program. Giving the ever growing industrial base in Mexico a kick start once again. Just in time for the elections. The Centralists conservatives won the elections after promising higher minimum wages and improved safety standards in factories. For the first time the United Mexican Workers Party made an attempt at the presidency only to fall far short. The first battleships are finished by the Mexican navy as well.

Work on the Nicaraguan Canal continues, ahead of schedule. It is expected to be completed next year.
South America remains peaceful with relatively little on the side of previous border conflicts between Brazil and La Plate.
Europe:
Great Britain continues to expand the Royal Navy to prepare for what seems to be a major war growing in Europe. A system of joint technological programs are setup by the crown through the dominions. This gives a slight boost in research funding.
The war in Iberia comes to an end as the Consejo armed forces put out resistance once and for all. Attempting to regain stability and reclaim the former industrial centers for domestic use has somewhat helped the economy.
(+2 Private Enterprise)
France is the first of the great empires to develop research into modern rapid fire weapons. Giving them the chance to further this research into usable weapons. In French Egypt the Muslim rebellion spread only to be crushed by a large French army in the fall. Word of such action has spread and the region around Mecca has erupted into violence against the French soldiers stationed there.
The Alpine League finishes research trying to spread cheaper electricity and modernize.
Sweden-Denmark continue working together peacefully, the continued work has spread to Iceland where locals are requesting to rejoin with the Danish Empire.
The Eastern War, or so the Prussian and Finnish are calling it. Begins with a spring offensive into Russian territory. The Prussians claimed, in widely publicized articles across Europe that the war was to liberate the poorly treated people of Russia from the Tsar. In Russia, however, things were turning to the better. Tsar Nicholas had earlier in the year, a few months prior to the invasion, shifted spending to better support the people. Gaining wide praise for his actions and gaining a somewhat trust with the people. The invasion only strengthened this bond. (+20 Militia Divisions Russia) Combined with heavy militia sign ups the Russians had already been tipped off for the invasion a few weeks early and, unknown to the Prussians, had moved a large portion of the military into defense positions around key areas, St. Petersburg being one of them. When the invasion began the Prussians used the recently expanded air force to scout ahead, while the Russians covered the fortified positions with tarp to remain unseen.
The Prussians walked into a trap they had no knowledge or preparation for. But the lack of artillery on the Russian side caused major casualties when the Prussians finally setup theirs. When the Prussians, led by Hindenburg, had finally got organized the push continued towards St. Petersburg where the combat slowed down again. The Russians managed to spare enough men to make a push into Poland from the south, poor training and equipment kept the effort back and combat has slowed down there as well. The Prusso-Russian lines are either heavily fortified or lightly manned at this time.
In the north the Finnish, cooperating with the Prussians, launched an offensive against St. Petersburg but met a much larger, high morale army which defeated the invasion and turned back and made a pursuit into Finland. Causing great concern and morale drops in Finland.
On the Sea the Russian fleet has fought hard but suffered huge defeats. A massive naval battle in the Baltic saw the first use of modern Battleships in a European war. They have proven effective. The largest naval battle took place just north of Tallinn, a conflict with 8 battleships in all, 3 Russian, 5 Prussian. The battle was by far the hardest defeat of the Russian navy so far in the war.
Casualty List:
Russian Empire: 22 Divisions, 14 Militia Divisions, 3 Battleships, 6 Escort groups, 5 Light Vessel Groups
Prussian Union: 18 Divisions, 1 Battleship, 2 Escort Groups, 2 Light Vessel Groups
Kingdom of Finland: 4 Divisions, 2 Escort Groups, 1 Light Vessel Group
Asia:
Qing China working closely with Russia has gained many improvements to the aging technology within the empire. Growing government efforts to produce better living standards and improve the military for defense from Britain and Japan seem to be keeping the population stable.
