Finishing it should entail detonation of a prototype. Not in the field, in your own territory where you can scientifically observe it. Perhaps when it is completed, a dialogue comes up making you choose one of your cities as the testing site? (An alternative option to abort, in case it finishes on the turn a rival takes your remote island testing ground)
 
The only problem with that is simply nuking your own territory as a test would contribute to the god awful global warming that has not yet been overhauled. Also what do you mean by being able to choose one of your own cities as a testing location? Do you mean to actually kill your own civilians by literally nuking it? Or do you mean to nuke an uninhabited tile near the city you choose? Even if the latter is the case it would still create a lot of fallout and potentially destroy any improvements or units nearby, not to mention contributing to global warming.
 
To clarify: yes, you would have to select one of your cities and detonate a nuclear weapon in it. Settle a remote island or useless desert and get testing :)
 
Why a city? Couldn't you use a desert or tundra tile 4 tiles away from any of your cities, or an unpopulated island tile on the edge of your culture?

Basing it on cities makes the event dialog box manageable. Doing it anywhere in your territory would require creating a new 'Prototype Bomb' unit to walk into the desert and detonate - a more elegant solution, but one which would require art assets and probably be harder for the AI to use.
 
Avoid all that by having it detonate on the least valuable tile in (or just outside) the radius of the city that constructed the project. Least amount of AI work needed.
 
The AI likes to build big stuff in high production cities, so won't that solution mean Bureaucaps destroying half their Towns? The AI's tendency to REX will mean it usually has a tiny rubbish city come the Modern era. My only real concern with the list approach is OCCs :/
