The main issue with high population is not that it's not beneficial to have (it is), but that there are often no terrain improvements that can make these citizens productive enough.

Neighborhoods should be workable and their yields should be 2 of each yield that the city has a district for. Thus, if you want a monster city, it becomes potentially powerful, but you'd really need to focus on growth and invest heavy hammers into neighborhoods and districts.

And then, having 'hood upgrades that provide food OR tourism would make sense (either you want an even bigger city or you want tourism).
 
The benefits of having a very large city are negligible considering that by size ten, you're probably working all the good tiles anyways. Also, specialists suck so even when you throw your extra citizens into specialist roles, who cares? If I have to allocate one housing and one amenity to get +3 gold ... no thanks. I'd rather save the amenity and allocate it elsewhere if possible.

To grow an extra population you need to invest in three things: Food, Housing, and Amenities

The rate of return on that investment in terms of what that extra population generates is usually positive below Pop 4, marginal and therefore not always worth it between pops 5 to 10, and negative above pop 10.

This is one of the fundamental economic imbalances in Civ 6. Yes, you can throw a lot of resources at growing a big city and it will kick off a lot of nominal yields after you do, which can be great fun if you enjoy having big cities. But at a productivity level, you're like the shopkeeper selling a widget at a loss, who's going to make it up with volume.
 
That’s not how big cities work, though, is it? Bigger cities offer more productivity.
