Oddly, it's not a bug. You just built your first walls. Why on earth we have a normal building triggering a graphic is beyond me... it's kinda a strange C2C heritage thing by now.

Yeah, that has been happening for several versions. As far as I can tell, it is supposed to be triggered by an actual wonder (not the Great Wall though), and just misfires. Well, not so much misfires as it is triggered incorrectly.
