Hmm... 30K in a single city shouldn't be too difficult. I've had 20K OCC victories prior to 1750 AD. At 100 cpt, those would reach 30K by 1950. I'm too busy to start another SG at the moment, but I'll keep that in mind.

I'm maxed out on my SG's as well for now, maybe after the no science game.
One could also up the level to make a 30K or so more challaging.

Hmm, what about a 30k OCC? Maybe on emperor? That could be a little tough. I'm sure when the time comes Mathias will come up with something interesting.
